Summary of the contracting process

Nottingham City Council is buying parts for its motor vehicle and plant machinery fleet, which supports frontline and other council services. The requirement covers three areas: parts for cars, minibuses and light goods vehicles weighing up to 3.5 tonnes; parts for heavy goods vehicles, refuse collection vehicles and road sweepers; and parts for plant equipment. The purpose is to keep the fleet reliable, safe and operational. Deliveries are for the council’s operations in Nottingham. This is a goods supply opportunity for motor parts distributors and suppliers serving commercial and specialist vehicle fleets, as well as plant machinery parts businesses. Suppliers may focus on one of the vehicle or equipment categories rather than covering the whole range.

The council invited offers through an open procedure. The procurement is divided into three lots, covering light vehicles, heavy vehicles and sweepers, and plant equipment. The estimated total value is £8.75 million excluding VAT (£10.5 million including VAT); individual lot estimates excluding VAT are £1,908,333.33, £5,208,333.33 and £1,633,333.34 respectively. Enquiries were due by 28 October 2026 at 17:00, and bids by 11 November 2026 at 12:00. The contract period for each lot is 4 January 2027 to 3 January 2029, with possible extension to 3 January 2033; renewal is at the council’s discretion. Price carries 60% of the evaluation and quality 40%. An award decision was due by 9 December 2026.

The lots are each identified as suitable for small and medium-sized enterprises, so specialist and regional suppliers may be able to compete for the category matching their stock and customer base. The requirement favours suppliers able to provide dependable, responsive access to parts across the relevant vehicle or plant range, and to support the council’s need to maintain fleet safety and operational reliability. The breadth of the heavy vehicle lot may suit distributors with established supply networks for HGVs, refuse collection vehicles and sweepers; the light vehicle and plant lots offer more focused routes to compete. Quality accounts for a substantial part of evaluation alongside price, so suppliers should be prepared to demonstrate the quality and reliability of their supply service as well as competitive pricing.
