Summary of the contracting process

Hagley Parish Council is seeking a contractor to design, supply and deliver a complete refurbishment of its existing play area at Hagley Recreation Ground, Hagley, in North Worcestershire. The project covers playground equipment and associated works, including safety surfacing, for children aged 2 to 14. It is a refurbishment of a neighbourhood equipped area for play, rather than a new standalone facility. The council’s invitation documents include findings from a local survey of demand and need. The scope includes all aspects of the scheme, with accessibility and inclusion identified as key design features. Equipment and safety surfacing must meet the specified British playground equipment and safety surfacing standards.

Hagley Parish Council invited offers through a below-threshold open competition. The process reached the tender stage. Suppliers could ask questions until 6 November 2026 at 23:59:59. Offers were due by 11 December 2026 at 16:30; electronic submission was not permitted. The specified method required recorded delivery of A1 drawings, alongside submission by email. The contract period is 1 April to 30 September 2027. The stated guideline budget is £150,000, with a gross estimated value of £180,000. There is one lot. Evaluation is staged: a pass/fail compliance and minimum-criteria check, followed by technical quality scored out of 60 and price scored out of 40. Appointment was planned for 9 February 2027 and is conditional on the council securing grant funding; work or manufacture must wait for a formal order.

This opportunity is suited to a playground contractor able to take responsibility for the full refurbishment package, from design through equipment supply and delivery. Suppliers need to demonstrate that their proposed equipment and safety surfacing comply with BS EN 1176 and BS EN 1177. Design capability should address accessibility and inclusive play for children across the stated age range. The requirement also calls for the capacity to prepare A1 drawings and to complete the works within the specified contract period. A site visit is mandatory before submitting an offer, so bidders must be able to inspect the Hagley Recreation Ground site and incorporate its conditions into their proposal. Strong technical and quality proposals matter most in the scored evaluation, although price also contributes substantially.
