Summary of the contracting process

North Lanarkshire Council is establishing a flexible framework for education services supporting the priorities of its Education and Families Service. The 12 areas cover activity-based learning; counselling; community engagement; mentoring, support and advice; pupil workshops; educational leadership for staff and pupils; educational assessments; research and improvement consultancy; developing young people’s work skills; curriculum and pedagogy; and community mental health and wellbeing for children, young people and families. Services are intended to improve learning, attainment, achievement, participation and wellbeing, including addressing the poverty-related attainment gap. The mental health and wellbeing lot complements community and school support but excludes counselling, psychotherapy, clinical assessment, diagnosis, clinical treatment and other regulated healthcare interventions. Delivery is for schools and the wider education service in North Lanarkshire.

The buyer invited offers through an open procedure for a flexible framework agreement. The framework is expected to run for four years, commencing in May 2027, with a maximum total value of £16 million. The stated bid deadline was 17 November 2026 at 12:00 UTC. Suppliers may bid for one or more lots, with no restriction on the number; a separate response is required for each lot. The framework will have annual entry points for suppliers to tender to join for academic years 2028–29, 2029–30 and 2030–31. Bids are submitted electronically in English. Technical selection requirements and award procedures are set out in the procurement documents; the award basis is described there. The approach follows Scotland’s rules for social and other specific services.

The opportunity suits providers with education, child and family, community or professional-development expertise, depending on the lot. Relevant capabilities range from delivering engaging activities, workshops, counselling or mentoring to producing assessments, research and improvement consultancy, curriculum support, staff leadership development and employability programmes. Providers working in mental health and wellbeing should be able to complement existing school, family and community services without offering regulated clinical or therapeutic care under that lot. The requirement emphasises inclusive, rights-based practice, wellbeing, equity and reducing attainment gaps; activity-based learning and workshops should support agreed outcomes. Staff names and qualifications must be provided, and a subcontracting clause applies. Community benefits are required, with expectations described in the tender pack. The framework’s recurring entry points may suit capable suppliers not appointed initially as well as established providers.
