Summary of the contracting process

Hampshire County Council commissioned building repair and minor ground-improvement works at Swanwick Lodge, a secure children’s home. The courtyard work involved laying concrete in two small areas, each no more than 2 square metres, to prevent children digging up stones that could be used to damage glazing. The work also addressed several heavy, steel-lined doors that had dropped because of worn hinges. The contractor was asked to lift the doors where possible, or ease them, to stop them damaging carpets while replacement hinges were awaited from the door supplier. The work was delivered at Swanwick Lodge in Hampshire. This is a focused building maintenance requirement combining small-scale concrete work with the adjustment of heavy doors in a secure residential setting.

The procurement is complete and the contract is active. Hampshire County Council selected MKG Building Services Ltd through a selective below-threshold award under a framework; the award was non-competitive. The award date was not published. The contract was signed on 7 September 2026 and runs from 5 to 9 October 2026. Its value is £4,782 excluding VAT and £5,739 including VAT. There was one lot, covering the repair and ground-improvement works at Swanwick Lodge. The published procurement information identifies the work and the selected supplier, but gives no evaluation criteria or separate eligibility requirements. The contract’s short period reflects a specific, tightly scoped maintenance job rather than an ongoing service arrangement.

For comparable work, a credible supplier would need to deliver small concrete repairs alongside practical building maintenance, including adjusting or lifting very heavy, steel-lined doors without causing further damage to the building. The courtyard element requires careful execution in a secure children’s home, where the purpose is to reduce the risk of children using loose stones to damage windows. Experience working safely in sensitive residential settings, and the capacity to coordinate around existing building conditions and delayed replacement parts, would be relevant to this buyer’s requirement. The award shows that Hampshire County Council used a framework route for a focused package of building and ground works, rather than a large construction project. Suppliers offering responsive, multi-trade maintenance for secure care premises would be best placed to compete when this type of requirement returns.

Notice Description

Swanwick Lodge is a secure children's home. The children in care living at the home are extremely vulnerable some of whom have challenging behaviour. The work involved includes laying areas of concrete in the secure courtyard to prevent children from digging out stones and using them to damage glass / windows. There are two areas of concern not exceeding 2m square. Additionally, there are a number of doors that have dropped due to hinge wear and require either lifting (preferred if possible) or easing.
