Summary of the contracting process

Hampshire County Council commissioned building works at Swanwick Lodge, a secure children’s home for highly vulnerable children. The work replaces corroded or blocked ventilation grilles in en-suites and other areas, with existing grilles cut out where needed and bespoke replacements fabricated. It also covers replacement or over-cladding of vanity unit bases in children’s en-suite shower rooms. Those bases are made from Velstone solid-surface material that has become brittle and begun to crack or break. The requirement combines building work with specialist metal fabrication, serving a secure residential setting in Hampshire.

The procurement is complete and the contract has been awarded to T Coleborn and Son Limited. Hampshire County Council used a selective route, making the award under a framework and below the applicable threshold. There was one lot. The recorded contract value is £5,200 excluding VAT (£6,240 including VAT). The contract was signed on 9 September 2026 and runs from 12 October to 31 October 2026. The award is active, and the contract is active. The published procurement information does not set out an evaluation basis or detailed eligibility criteria.

For future work of this kind at Hampshire County Council, a credible supplier would need to combine building repair capability with specialist metalwork fabrication: the ventilation grilles were bespoke, and removing existing corroded grilles could require cutting them out. Suppliers would also need to propose robust replacement or over-cladding solutions for vanity bases in a secure children’s home, where challenging behaviour makes durability important. The award shows that the buyer has used a framework route for a small, focused package of remedial works rather than a standalone open competition. Relevant experience delivering fabrication and installation in occupied, sensitive residential environments would help demonstrate suitability for a similar requirement.

Notice Information

Notice Title

Swanwick Lodge Secure Unit Replacement Ventilation Grilles & Vanity Unit Base

Notice Description

Swanwick Lodge is a secure children's home for extremely vulnerable children. The work required at the home includes replacement of corroded and blocked ventilation grilles in ensuites and other areas of the home; this isn't straight forward replacement and will involve cutting away existing grilles in many cases. New grilles will be bespoke manufactured requiring specialist metalwork fabrication services. The vanity unit bases in the children's ensuite shower rooms require either replacement or over cladding and this will require specialist metalwork fabrication services. The existing bases are constructed using Velstone solid surface material which has become brittle and is starting to crack / break. Due to the extremely challenging behavior exhibited by some children residing at the home, very robust solutions are required. Please contact Phil Pinhorne on 07718 146992 to arrange an accompanied visit to discuss the work in more detail.
