Summary of the contracting process

Hampshire County Council commissioned electrical separation works at Three Minsters House in Winchester, driven by the building’s imminent sale. The work covers disconnecting and rerouting low-voltage and extra-low-voltage electrical services, fire alarm and security alarm systems, and miscellaneous services. It also includes a new fire-rated electrical and meter cupboard around a new low-voltage supply point, reconfiguration of the supply between the Great Hall and Three Minsters House, and rerouting electrical supplies to the Law Courts vehicle barrier. The new supply for the Great Hall is being installed by SSE. Delivery requires coordination with Premier Fire Security, G4S and a builder for the fire-rated cupboard.

The procurement is complete and the contract is active. Hampshire County Council selected A.J. Taylor Electrical Contractors Limited for the single lot. The award was made under a framework using a selective, below-threshold route; the process was non-competitive. The contract was signed on 7 September 2026, with a delivery period from 7 to 25 September 2026. Its value is £27,741 excluding VAT (£33,289 including VAT). The requirement was assessed as electrical installation works. The published procurement information gives no further detail on evaluation criteria or supplier eligibility.

This award demonstrates demand from Hampshire County Council for short, coordinated electrical works in occupied or changing public buildings, including diversion of live services and alterations to low-voltage supplies. A credible supplier for a future comparable requirement would need electrical installation expertise covering LV and ELV systems, fire and security alarm interfaces, and safe coordination around a new supply installed by another contractor. The work also depended on cooperation with fire-security providers and a builder, so experience managing interfaces across trades would be relevant. The compact delivery window indicates a need to mobilise quickly and complete a defined package of works to an agreed programme. The buyer used a framework route for this below-threshold award.

Notice Title

Three Minsters House - Various Electrical Separation Works

Notice Description

Due to the imminent sale of Three Minsters House, all LV, ELV, Fire Alarm, Security Alarm & miscellaneous services are to be disconnected and re-routed via alternative means. SSE are providing and installing a new LV supply dedicated to the Great Hall via the 'Law Courts' substation (this is to be completed 25th April). In conjunction with this, we require a contractor to supply and erect a new fire rated electrical/ meter cupboard around the newly created LV supply point. Once created, the contractor is to reconfigure the LV supply between the Great Hall and Three Minster House utilising the new LV supply. See tender drawings. Additionally, we require the contractor to reroute LV and ELV supplies to the Law Courts vehicle barrier as this is currently fed from Three Minsters House. The project will require assistance from Premier Fire Security, G4S and a builder to create the fire rated meter cupboard.
