Summary of the contracting process

Hampshire County Council commissioned access-control works at Willow Court, Forest Court and Hawthorne Court nursing care homes in Hampshire. The work covers five pairs of corridor doors across the three sites. Keypad systems, electromagnetic locks and green emergency break-glass override units are to be installed, with the ability to disable or override access restrictions for operational needs. Existing doors are linked to fire alarms and release to maintain free exit in a fire; the new arrangements must preserve safe egress and allow immediate release in a non-fire emergency. This is electrical and access-control installation work, classified under CPV 45351000. The sites are Willow Court in Andover, Forest Court in Calmore and Hawthorne Court in Sarisbury Green, near Fareham.

The procurement is complete and the contract is active. Hampshire County Council selected A.J. Taylor Electrical Contractors Limited through a selective, non-competitive award under a framework. The contract was signed on 17 August 2026 and runs from 5 to 30 October 2026. Its value is £12,395 excluding VAT (£14,847 including VAT). The procurement was treated as below threshold and comprised one lot covering the access-control works at all three care homes. The published data does not state a separate award date or describe evaluation criteria; no evaluation basis beyond the framework award route is provided.

This award indicates demand for small, multi-site access-control installations in Hampshire County Council care homes, with fire-safety interfaces and operational override requirements. A credible competitor would need experience fitting keypad access control and electromagnetic locks on corridor doors while maintaining safe emergency egress, including integration with existing fire-alarm systems. The work requires electrical installation and fire-alarm modifications by a suitably qualified contractor, with certification to NICEIC requirements. Access-control installation must be undertaken by an SSAIB-approved contractor, which must provide the relevant certification and commissioning documentation on completion. Suppliers able to coordinate delivery across several occupied care-home sites and demonstrate these specific approvals and compliance capabilities would be well placed when this buyer next procures the same requirement.
