Summary of the contracting process

Hampshire County Council commissioned remedial works to the Upper West Gate at Fort Nelson. The work covers dismantling and adjusting one gate leaf to remove a hinge pinch point, then aligning both leaves so they move freely. It also includes refurbishing the gate wheels and hinges; correcting the sliding rail and drop-bolt arrangements; refurbishing and resetting the arched steel runners in new concrete; and fitting vermin guards. Metalwork is to be treated for local rust and painted to match existing colours. Masonry work includes repointing the piers with approved lime mortar, resetting loose bricks, clearing vegetation and debris from coping stones, sealing a water-entry joint, and investigating and repairing a split keystone if required. Delivery is at Fort Nelson in Hampshire.

The procurement is complete and the contract is active. Hampshire County Council selected B & M Clark (Builders) Limited for the works through a selective route, using an award under a below-threshold framework; the process was non-competitive. The award is active and relates to one lot. The contract was signed on 16 September 2026 and runs from 28 September to 30 October 2026. Its value is £37,902 excluding VAT and £45,483 including VAT. The published outcome gives no separate award date or award value; the contract value is the stated figure. The procurement’s evaluation basis is not set out in the available process information.

For contractors considering similar future work for Hampshire County Council, this award indicates demand for careful repair of historic or heritage gate structures rather than routine construction alone. Credible suppliers would need to combine metal fabrication and fitting with practical skills in gate alignment, hinge and wheel refurbishment, steel rail and bolt repairs, and concrete runner reinstatement. The scope also calls for corrosion treatment and colour-matched painting, plus masonry repair using approved lime mortar and attention to water ingress and loose or damaged stonework. Capability to manage work across metalwork, concrete and traditional masonry, and to assess structural defects such as a split keystone, would be relevant. The previous award was made through a framework, so access to a suitable framework route may matter when this buyer procures comparable repairs.
