Summary of the contracting process

NHS Norfolk and Suffolk Integrated Care Board is seeking a provider for a non-clinical, preventative Personalised Care Specialist Support Service in West Suffolk. The service is intended to advocate appropriate use of local health and care services and will manage two separate referral pathways through one provider and one team. Delivery must cover six Integrated Neighbourhood Team areas: Bury St Edmunds Town and Rural, Haverhill, Mildenhall and Brandon, Newmarket, and Sudbury. The service should respond flexibly to patient needs, with weekday office-hours support as a minimum and some out-of-hours support where patients need it. This is health and care support rather than a 24-hour crisis service.

The buyer invited offers through a competitive, open process under the Provider Selection Regime. Bids had to be submitted electronically through the Atamis e-sourcing portal by 12:00 noon on 2 December 2026; the enquiry channel was the portal message centre. The stated contract start date is 1 April 2027, with a two-year term. The estimated contract value is £642,000. The requirement is a single lot, with one provider expected to cover all six neighbourhood teams and at least one staff member in each. Variants are not permitted. The buyer may consider adding similar or complementary services by contract modification during the contract, in accordance with the Provider Selection Regime regulations. The award period was scheduled to begin on 2 December 2026.

This opportunity is suited to providers with experience delivering non-clinical, preventative health or care support and helping people navigate local services. Bidders need the organisational capacity to operate one coordinated team across six neighbourhood areas, with at least one staff member allocated to each Integrated Neighbourhood Team. They must be able to manage two distinct referral pathways and adapt support to individual patient needs. Staffing arrangements need to provide weekday office-hours coverage as a baseline, with the ability to support some patients outside those hours. The service is not a round-the-clock crisis pathway, so it is particularly relevant to providers able to combine local coverage and flexible support with effective referral management. The buyer anticipates that similar or complementary services could be added during the contract.
