Summary of the contracting process

Cottenham Parish Council is seeking grounds maintenance services across Cottenham, Cambridgeshire, divided into three packages: maintenance of Cottenham Recreation Ground; grass cutting at village sites; and general village maintenance. Recreation Ground work covers football pitches, cricket facilities, playgrounds, the skatepark and other grassed areas, including pitch preparation, line marking and equipment safety checks. The grass-cutting package covers six sites, plus five areas with specialist regimes and some areas left uncut in May. Village maintenance includes open spaces, planting, hedges, noticeboards, bins, litter picking and bus shelters. Ecological areas require specialist cutting regimes. The work supports sports clubs, community facilities and residents, with schedules and methods coordinated around fixtures and site use.

The Council invited quotations through an open procedure, with bids submitted in a sealed envelope to the Parish Clerk. The tender deadline was 16 November 2026 at 12:00 UTC; the stated award decision date was 2 December 2026. The three lots were each offered for an initial one-year term from 1 January to 31 December 2027, with annual extensions possible up to three years, subject to budget, price negotiation and satisfactory performance. Estimated gross values are £44,400 for Recreation Ground, £11,400 for grass cutting and £9,000 for village maintenance. Each lot is evaluated on quality (60%) and cost (40%). Quality scoring covers references, staff experience, method statements, public liability insurance, relevant training or certification, and equalities policies.

The opportunity suits grounds-maintenance contractors able to deliver scheduled work across sports turf, amenity grassland and village public spaces. Bidders should have suitable machinery, equipment and materials, and trained, competent staff able to maintain football and cricket facilities to the standards expected by the Council, local clubs and governing bodies. The work calls for seasonal planning, safe working practices, risk assessment, compliance with environmental and waste-disposal requirements, and flexibility to work around sports fixtures and community bookings. Suppliers need to communicate reliably with the Council, report hazards and defects, and keep accurate work records. Experience with PitchPower assessments and carrying out their recommendations is advantageous. Small and medium-sized businesses are identified as suitable for all three packages.
