Summary of the contracting process

Kent and Medway Towns Fire Authority is procuring specialist maintenance and technical support for refractory tiles, fire-training doors and associated equipment at its Ashford Live Fire Training Building and Maidstone Training Building. The work includes inspection, servicing and regular replacement of tiles, doors and related parts in the live-fire training systems. The equipment is purpose-built for the operational and safety requirements of the training facilities. This is specialist maintenance of firefighting training equipment (CPV 50413200), rather than general building maintenance. The systems require technical support compatible with the installed equipment and its operating requirements. The work is delivered at the Authority’s two training buildings in Ashford and Maidstone, Kent.

The procurement is complete and was awarded by direct award to D A Technologie Limited, which had installed the system as a subcontractor during development of the Ashford training building and also supplied equipment at Maidstone. The Authority’s stated rationale was that the supplier is the sole provider with the proprietary knowledge, components and certification needed to service the systems; switching suppliers would require redesign and significant alterations. The contract runs from 2 November 2026 to 1 November 2036, a 10-year term intended to cover the life of the system. The award is valued at £393,097 excluding VAT (£471,716.40 including VAT). The process has one lot. The award date is not separately stated in the published award data.

For this buyer’s requirement, a credible competitor would need manufacturer-specific knowledge of the installed refractory tile and door systems, access to compatible proprietary components, and the certification needed to maintain them safely. The award demonstrates that continuity with the original system installer and technical compatibility are central to the Authority’s approach: the equipment supports live-fire training, so maintenance must preserve operational safety and building integrity. Suppliers offering general fire-equipment servicing without the relevant system expertise would not match the stated requirement. The work also entails recurring inspections, servicing, replacement of tiles, doors and associated parts, and ongoing technical support across two training facilities. The selected supplier’s role in the original installation is material to understanding why it was considered uniquely capable for this contract.

Notice Information

Notice Title

C25001 Refractory Tiles and doors, Inspections and Maintenance

Notice Description

KFRS required provision of specialist refractory tiles and associated equipment during the development of the Ashford Live Fire Training Building. The supplier DA Technologie Limited were appointed as a subcontractor to the main contractor, to design and install the required system capable of meeting the specific operational and safety requirements. DA Technologie equipment is also installed within the Maidstone Training Building. Tiles, doors and associated parts at both locations will require servicing and replacement regularly and as a result, the ongoing servicing, maintenance and technical support of these components must be delivered by DA Technologie Limited, who are the sole provider with the necessary proprietary knowledge, components and certification to work on the system. Due to the unique, niche and manufacturer specific nature, no alternative supplier can maintain or service the system. A change to an alternative supplier would be disproportionate and require redesign and significant alteration to the training building. For this reason, a direct award to DA Technologie Limited is required to ensure continuity, safety compliance, technical compatibility and building integrity. This contract will be in place for the life of the system and for the purposes of the transparency notice will have a term of 10 years.
