Summary of the contracting process

Procurement for Housing is establishing Social Housing Emerging Disrupters 6, a national framework for innovative products, technologies and services that address current and future challenges for social housing providers and the wider public sector. The scope spans facilities management, project management, data and engineering services. Framework members can use it to find and appoint suppliers offering solutions suited to their requirements, with the aim of improving service delivery and achieving practical benefits. The framework is intended for use across England, Wales, Scotland and Northern Ireland by Procurement for Housing members and other eligible public bodies, including education, health, emergency services, transport and third-sector organisations. Suppliers do not need to be able to serve every region to take part.

The buyer invited tenders through an open procedure, and suppliers were to be appointed to a single national framework after evaluation. The enquiry deadline was 10 November 2026 at 12:00 UTC and the tender submission deadline was 17 November 2026 at 12:00 UTC. The buyer’s stated award decision date was 21 December 2026. The framework contract period is 11 January 2027 to 10 January 2030. Its stated maximum value is £250 million including VAT. Bids are evaluated on quality, weighted at 80%, and price, weighted at 20%. Framework users may award call-off contracts either directly or through a competitive selection process. A successful supplier pays a fee of 4% of the value of each award.

This opportunity is suited to suppliers with innovative products, technologies or services that can address operational and emerging challenges in social housing or the broader public sector. Relevant capabilities may include facilities management, project management, data services or engineering. The framework is designed to support suppliers in developing and promoting their solutions for wider public-sector adoption, and it can be used by a broad range of eligible authorities across the UK. Suppliers can participate without nationwide delivery coverage, making it relevant to businesses able to serve particular regions or customer groups. Competition is strongly quality-led, so suppliers should be prepared to demonstrate how their solution meets specific member needs and delivers service improvements; price also contributes to the evaluation. Call-offs may be made directly or through further competition.
