Summary of the contracting process

Wareham Town Council is procuring demolition of the existing public toilet block at Howard’s Lane, followed by design and construction of a replacement public toilet facility on the same site in Wareham, Dorset. The works include safe demolition and site clearance, removal of any asbestos identified in the Council’s survey, construction of the new facility, connection of all services and making good the site. Planning has been confirmed as permitted development. Contractors must also provide a separately priced option for a contactless pay-to-use entry system; the Council will decide whether to include it in the award. The requirement is a single package of public toilet demolition and construction works, rather than separate lots.

The Council invited tenders through an open competition. This is a repeat tender after an earlier exercise did not result in a contract award. Clarification questions were due by 12 noon on 27 November 2026, and tenders by 12 noon on 15 January 2027. Bids had to be submitted in a sealed, non-identifying envelope by post or by hand; electronic submission was not allowed. The contract period is 1 February to 30 September 2027. The estimated value is £140,000 excluding VAT (£168,000 including VAT). The award is based on price and quality: design quality 25%, cost 25%, relevant experience 20%, social value 10%, project timeline 10%, and health and safety 10%.

The opportunity is suited to small and medium-sized contractors able to manage demolition and new-build design and construction, coordinate utility connections and complete the site reinstatement. Bidders need relevant experience delivering comparable projects to the required quality, programme and budget; experience in conservation areas or heritage settings is particularly relevant because the design should reflect the area’s architectural character. The design must also provide compliant, accessible and sustainable facilities. Contractors should be able to demonstrate a strong health and safety record and produce an outline plan that addresses CDM 2015 requirements. The Council will assess measurable added social value, including local employment, apprenticeships or training, and environmental measures beyond the basic requirements. A realistic, efficient programme that limits closure and disruption to the public will strengthen a bid. The optional contactless access system also calls for pricing capability in that area.
