Summary of the contracting process

Rother District Council is seeking a main contractor to design and build a new four-bay steel portal-frame workshop and associated facilities at Sidley Depot, Elva Way, Bexhill-on-Sea. The works support the waste collection fleet operated by Biffa for the Joint Waste Partnership. This is a construction project with an architectural design element. The existing depot will remain in use throughout construction: Biffa will continue waste collection, vehicle washing, refuelling and dispatch, and contractors will share the Elva Way access with depot vehicles. The existing welfare facilities and specified site infrastructure are to remain. Demolition and site clearance have already been completed by others. The work must be planned and sequenced so the partnership’s statutory waste service is not interrupted.

The buyer invited offers through an open competition, with tender submissions handled electronically through the East Sussex Procurement Hub. The submission deadline set was 7 December 2026 at 13:00. The contract period is 26 January to 30 July 2027. The estimated contract value is £1,342,000 excluding VAT (£1,610,400 including VAT). The opportunity is arranged as a single lot. Evaluation is in stages: conditions of participation are assessed pass or fail; quality accounts for 40% and price for 60%; evidence for participation conditions is then checked pass or fail for the preferred bidder. The procurement is below the applicable threshold.

This opportunity suits an experienced principal contractor able to take responsibility for both design and construction of an industrial workshop and its associated facilities. Suppliers need the capability to deliver a steel portal-frame building and coordinate architectural design with construction on an operational depot site. The key delivery challenge is managing works alongside active waste operations, shared vehicle access and retained facilities, while maintaining the uninterrupted statutory service. Contractors with strong site-management, sequencing and coordination capabilities for constrained, continuously occupied environments will be well placed. The brief calls for professional standards, cost-effective delivery and improvements to service delivery and value for money. The evaluation gives greater weight to quality than price, so bidders should be ready to demonstrate the strength of their delivery approach as well as competitive pricing.

Notice Description

Rother District Council is seeking to appoint a suitably qualified and experienced main contractor for the design and construction of a new four-bay steel portal frame workshop and associated facilities at its existing Sidley Depot, to serve the Biffa-operated waste collection fleet delivering statutory waste services under the Joint Waste Partnership. The site is the former East Sussex County Council Highways Depot at Elva Way, Bexhill-on-Sea. The freehold is held by East Sussex County Council; Rother District Council is the leaseholder. The site is in continuous operational use as a waste collection depot by Biffa Waste Services Ltd under the Joint Waste Partnership (Rother District Council, Wealden District Council and Hastings Borough Council). The site comprises a generally rectangular concrete-surfaced yard with vehicular access from Elva Way to the north via existing double gates. The southern boundary adjoins residential properties on Buckland Drive. Existing site infrastructure to remain includes arm-code barrier, smoking shelter, cycle stores, lockers and existing welfare portacabin facilities. Demolition and clearance works have been completed prior to Contract commencement by others. The Contractor is not required to disturb the existing welfare portacabin arrangement, which is held under a separate contract. Biffa Waste Services Ltd will continue all waste collection, vehicle washing, refuelling, dispatch and depot operations throughout the duration of the Works. The site access on Elva Way will be shared with Biffa vehicles entering and exiting their facilities. The Joint Waste Partnership's statutory waste service must not be interrupted during the Works. Specific limitations on method and sequence arising from this concurrent occupation are set out in the tender documents. The Council is seeking to contract with an organisation that will manage the Services to the highest levels of satisfaction, professional standards and cost effectiveness. The Contractor will be expected to deliver improvements to service delivery and value for money over the life of the contract. Please check the attached Specification (Appendix A) and other tender documents for more information.
