Summary of the contracting process

The Forestry Commission is seeking architectural, design and building consultancy services for the extension and alteration of Dalby Visitor Centre. The consultant will investigate and develop the design, producing outputs through RIBA Stage 3 in line with the Forestry England project team’s requirements. The work also includes advising on the design-and-build tender scope, reviewing technical drawings, and managing and supporting delivery on the client’s behalf through RIBA Stages 4 to 7. The project is in England; the procurement identifies the delivery area as the East Riding of Yorkshire. This is a single package of professional services, covering both design development and oversight of later project stages.

The Forestry Commission invited offers through an open procedure. The enquiry deadline was 6 November 2026 at 17:00, and bids were due by 13 November 2026 at 12:00. The planned contract period runs from 16 December 2026 to 30 April 2029, with an award decision expected by 30 November 2026. The estimated value is £150,000 excluding VAT (£180,000 including VAT). There is one lot, with options for certain time-charged services where the eventual scope and effort depend on planning, approvals and construction delivery. Evaluation is weighted 50% for price, 30% for methodology, collaboration and added value, and 20% for the programme.

The opportunity suits architectural and building consultancy practices, including SMEs, able to take a project from investigation and design through RIBA Stage 3 and support delivery through Stages 4 to 7. Bidders need to demonstrate relevant experience on similar projects, strong technical design and drawing-review capability, and the ability to develop an affordable, deliverable, high-quality solution. The buyer also seeks a clear approach to stakeholder collaboration, communication, decision-making and knowledge sharing, with evidence of improving efficiency and value for money. Teams should be able to produce a credible programme, deploy sufficient resources, maintain service continuity and replace key personnel when needed. Suppliers must also show how they would integrate and manage specialist disciplines and subcontractors, and respond if delivery falls behind schedule.

Options: Certain services are included on a time charge basis as the full scope and level of effort required cannot be accurately defined at tender stage due to uncertainties associated with planning, approvals and construction delivery. Accordingly, the contract value has been calculated on the basis of a reasonable worst-case scenario, including the potential extent of time charge services, and the procurement has been conducted as an above-threshold procurement to ensure compliance with the Procurement Act 2023 should those services be required.
