Summary of the contracting process

Harborough District Council is seeking a contractor to refurbish Wadkins Pavilion at Houghton and Thurnby Cricket Club. The works cover replacement of the roof covering, concrete repairs and drainage repairs; refurbishment of changing and shower facilities; installation of an accessible WC; replacement windows; and associated internal redecoration and fit-out. The proposal to adjust the Function Room glazing may also require changes to mechanical and electrical installation details, which were still being finalised. The pavilion is at Wadkins Way, Bushby, Leicester. This is a building refurbishment and repair project (CPV 45453100). The requirement combines external fabric and drainage work with internal refurbishment and accessibility improvements, alongside potential coordination of building services changes in the Function Room.

The council invited tenders through an open competition. A mandatory supervised site visit was a condition of participation; visits were scheduled for 2 and 9 November 2026, with advance registration required. Questions were due by 20 November 2026 at 16:00, and tenders by 27 November 2026 at 12:00. The contract period was set to run from 18 December 2026 to 30 June 2027. The estimated value is £495,000 excluding VAT (£594,000 including VAT). There is one lot. Evaluation gives 55% to quality, divided equally across five questions, 40% to price and 5% to social value. Tender documentation contains further service requirements; any confirmed changes to the Function Room mechanical and electrical details were to be issued by addendum.

The council considers the opportunity suitable for small and medium-sized enterprises and voluntary, community and social enterprises. It is suited to contractors able to deliver a coordinated pavilion refurbishment, including roofing, concrete and drainage repairs, changing-room and shower upgrades, accessible toilet installation, window replacement, decoration and fit-out. Bidders need to plan around the mandatory site visit: only suppliers who registered and attended in line with the stated instructions were eligible to tender, and bids from suppliers who had not attended could be eliminated without evaluation. The scope also calls for readiness to respond to possible mechanical and electrical changes linked to the Function Room glazing proposal. Quality carries more weight than price, with a substantial quality assessment across five questions and a separate social value component.
