Summary of the contracting process

Public Health Wales NHS Trust is planning specialist data engineering and cloud engineering support for its Research, Data and Digital Directorate. The work would support digital and data transformation, including delivery of the National Data Asset Platform, part of the Welsh Government-funded National Data Resource programme, and the Data, Analysis, Registers and Cloud programme. It would also sustain cloud engineering capability for strategic digital programmes, including the Digital Health Protection Programme. The service is software programming and consultancy. Delivery is in Wales. NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, is managing the procurement process on the Trust’s behalf.

This is at the planning stage: Public Health Wales is undertaking preliminary market engagement to understand supplier capability, delivery models, timescales and commercial approaches, and to help shape a possible future procurement. The engagement is not a competition or a commitment to buy. The buyer’s expected contract period is 30 November 2026 to 31 March 2027. The estimated value is £67,000 excluding VAT (£80,400 including VAT). The procurement is planned as one lot. The buyer has set a market-engagement milestone for 27 October 2026; this is an engagement date, not a tender submission deadline. The Trust asks interested suppliers to contact its procurement team to obtain the engagement document and response requirements.

The engagement is relevant to suppliers with specialist data engineering and cloud engineering capability, particularly those able to support public-sector digital and data transformation and sustain cloud engineering for strategic programmes. Suppliers with experience delivering data platforms, data and analytics programmes, registers, or cloud-enabled digital health services may be well placed to inform the buyer’s thinking. The Trust is seeking market insight on supplier capability, delivery models, timescales and commercial approaches, so providers can help shape how a potential future requirement is defined. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable for the planned procurement. This is a chance to prepare for a possible later competition and contribute relevant delivery experience through market engagement, rather than submit a bid now.
