Summary of the contracting process

The Royal Borough of Kensington and Chelsea intends to replace the lighting at the vehicle workshops at Pembroke Road Garage, 37 Pembroke Road, London. The works include removing obsolete high-level sodium-vapour lights and installing LED lighting, emergency lighting, lighting controls, cable containment, wiring and a local distribution board. The upgrade is intended to provide compliant illumination, improve lighting levels and operational performance, and reduce energy use through better controls. The existing system is in poor condition, has non-functioning fittings and relies on obsolete components for which replacement parts are difficult to obtain. This is electrical installation and lighting upgrade work at a council garage site, rather than a supply-only purchase.

The procurement is at the planning stage: the Council is testing market interest through an expression-of-interest exercise, and this process does not yet invite tenders. The Council expects the contract period to run from 1 February 2027 to 1 February 2028. Its estimated value is £200,000 excluding VAT (£240,000 including VAT). The work is arranged as one lot. The Council plans to assess market interest through a questionnaire, which interested suppliers are asked to complete and submit by 27 October 2026. The expected procurement procedure and award evaluation basis are not set out at this planning stage. Suppliers should treat the stated dates as the Council’s current plans, not as a tender submission timetable.

This work is suited to electrical contractors experienced in upgrading lighting installations in operational workshop or industrial premises. The successful contractor will need current NICEIC accreditation; the Council says evidence of registration must be submitted with the tender, and suppliers without valid accreditation will not be considered. Accreditation will therefore be a threshold requirement, not simply a scored advantage. Delivery will involve coordinating with the Council’s Social Housing and Investment Property Project Team and managing a package that combines removal and decommissioning, electrical installation, emergency lighting and controls. Contractors able to demonstrate compliant installation capability and deliver an energy-efficient lighting system with adequate illumination are well placed to prepare for the later procurement. The planned work is a single-site project rather than a multi-location programme.
