Summary of the contracting process

The Business Services Organisation Procurement and Logistics Service is exploring a Prescription Processing and Validation (PPV) solution on behalf of Health and Social Care Northern Ireland. The requirement concerns software and related IT services for processing and validating prescriptions; the listed service areas include software development, transaction processing, system support, maintenance and data services. The purpose of this preliminary engagement is to gather suppliers’ views on potential requirements through a questionnaire. The buyer is based in Belfast, and the service is being explored for Northern Ireland’s health and social care system.

This is at the planning stage: the buyer is conducting preliminary market engagement, not inviting tenders. Potential suppliers are asked to complete a questionnaire, with clarification questions to be sent through the eTendersNI messaging portal by 26 October 2026. The planning data gives a nominal estimated value of £1. A period from 20 to 27 October 2026 is recorded for the planned lot. The engagement is intended to inform the buyer’s understanding of possible requirements; indicating interest does not commit a supplier to take part in a later tender. No procurement procedure or evaluation basis is set out at this stage.

This engagement is most relevant to suppliers with experience developing, supplying or supporting software for prescription processing and validation, particularly those able to advise on transaction-processing workflows and health-sector system requirements. Providers of custom software, data services, software configuration, integration, maintenance and ongoing technical support may also have useful market insight to contribute. The buyer is seeking a market view of potential requirements, so suppliers able to explain practical solution options and operational considerations are well placed to inform its planning. Participation is a chance to share that expertise ahead of any future competition; it is not a bid for a contract, and participation does not secure an invitation to tender.
