Summary of the contracting process

Public Health Wales NHS Trust intends to continue Time to Talk Public Health, a national population panel of around 2,500 Wales residents aged 16 and over. The work is to deliver three bilingual Welsh- and English-language surveys each year, with a minimum sample of 1,000 people broadly representative of the Welsh population. Quotas cover health board geography, age, sex, deprivation and ethnicity. The supplier would work with securely shared contact details, participation methods and language preferences for existing panel members. The service is national in scope and delivered in Wales. The buyer says the surveys should continue under the current model; hosting a survey website is not part of the required service, as the surveys can be run through the Public Health Wales website.

This is at planning stage: Public Health Wales is undertaking preliminary market engagement to understand delivery costs, not inviting tenders or conducting a formal procurement. The buyer expects the service to run from 3 April 2028 to 31 March 2031, with three surveys a year. The stated estimated value is £60,000 excluding VAT (£72,000 including VAT). The buyer’s engagement exercise seeks views on the cost of delivering the service on the basis described in its PME document. The buyer expects suppliers interested in responding to obtain that document from the procurement contact; the engagement response date is 3 November 2026. No procurement procedure or evaluation basis has yet been set out.

This work is suited to research agencies and survey providers able to recruit, manage and survey a large, broadly representative panel of people resident in Wales. Relevant experience includes population research, quota sampling across geography, age, sex, deprivation and ethnicity, and delivering surveys in both Welsh and English. Suppliers should be prepared to handle existing panel members’ contact details and preferences securely, and to sustain a regular programme of three surveys each year over a multi-year period. Small and medium-sized businesses, as well as voluntary, community and social enterprises, are identified as suitable. At this stage the buyer is seeking market input on likely costs, giving suppliers a chance to shape their preparation around the current panel model and delivery requirements.

Notice Information

Notice Title

Time to Talk Public Health: Delivery of a national population panel

Notice Description

TTPH is a broadly nationally representative panel of around 2,500 people aged 16+ years who are resident in Wales. We deliver national bilingual (Welsh and English) surveys with the panel, achieving a minimum survey sample of 1,000 people, who are broadly representative of the population of Wales. Quota sampling has been applied to geography (health board), age, sex, deprivation quintile (Welsh Index of Multiple Deprivation) and ethnicity. PHW is undertaking this preliminary engagement exercise to better understand the cost associated with continuing to deliver the current TTPH model of three surveys a year from April 2028 - March 2021. This exercise is intended to understand the cost of delivery of TTPH from April 2028 for three years if we continued to deliver three surveys a year based on the details within the PME document (available on request). The cost for hosting a website by the MRC is not required, this can be solely conducted on PHW website. The contact details, along with participation method and language preference, of the existing panel members would be securely shared to the awarded supplier at the outset of the work programme. This exercise is being conducted solely for information-gathering purposes and does not constitute a formal procurement process.
