Summary of the contracting process

Fleet Town Council is procuring construction works to refurbish, reconfigure and improve The Harlington, its civic and entertainment venue in Fleet. The auditorium works include a new roof structure, balcony and mezzanine seating, retractable seating, improved accessibility, and upgraded theatre lighting, audio-visual, rigging and acoustic systems. Front-of-house areas will be remodelled, including the entrance, foyer, box office, bar, toilets and circulation areas. The scope also covers backstage areas, dressing rooms, council offices and meeting facilities, alongside major mechanical and electrical replacements, fire-safety improvements, better thermal performance and energy efficiency, drainage, landscaping and external works. The requirement is a substantial building refurbishment combining venue fit-out and building-services work, delivered at The Harlington in Fleet.

Fleet Town Council invited offers through a two-stage competitive flexible procedure, using a Pre-Qualification Questionnaire to screen applicants, followed by a JCT design-and-build contract. There is one lot. The buyer set 6 November 2026 at 5 pm for enquiries and 21 November 2026 at 12 noon for submissions; bids are to be submitted by email and also posted or hand-delivered as a hard copy. The estimated contract value is £10 million excluding VAT (£12 million including VAT). The contract period is 1 January 2027 to 8 September 2028, with the award decision scheduled by 16 December 2026. Evaluation is weighted 60% on price and 40% on quality. The single lot is identified as suitable for small and medium-sized businesses.

This opportunity suits construction contractors able to take responsibility for a complex refurbishment under a design-and-build arrangement. The successful supplier will need to coordinate structural, architectural, mechanical and electrical works with specialist theatre systems, including lighting, audio-visual equipment, rigging, acoustics and retractable seating. Experience working in an operating or public-facing entertainment venue would be relevant to managing the auditorium and front-of-house remodelling alongside backstage and office improvements. The breadth of work also favours firms able to manage accessibility, fire-safety and energy-efficiency upgrades, drainage, landscaping and external works, either with in-house teams or established specialist subcontractors. The two-stage process means suppliers must first pass the pre-qualification screening before proceeding to the tender stage. Quality forms a substantial part of the assessment as well as price.
