Summary of the contracting process

Fleet Town Council is seeking a contractor to refurbish, reconfigure and improve The Harlington, its civic and entertainment venue in Fleet. The works cover the auditorium, including a new roof, balcony or mezzanine seating, retractable seating, accessibility improvements and upgraded theatre lighting, audiovisual, rigging and acoustic systems. Front-of-house areas include the entrance, foyer, box office, bar, toilets and circulation spaces. The scope also extends to backstage areas, dressing rooms, Council offices and meeting facilities. Mechanical and electrical systems are to be replaced, with fire safety, thermal performance and energy efficiency improvements, plus drainage, landscaping and external works. The project is to be delivered under a two-stage design-and-build contract.

Fleet Town Council invited offers through an open, competitive flexible procedure, with a pre-qualification questionnaire to screen applicants. The procurement is one lot. The enquiry deadline was 6 November 2026 at 17:00, and bids were due by 21 November 2026 at 12:00. Electronic submission was not permitted: submissions were to be emailed and also posted or hand-delivered. The estimated contract value is £10 million excluding VAT (£12 million including VAT). The contract period is scheduled from 26 January 2027 to 22 September 2028, with an award decision expected by 13 January 2027. Evaluation is weighted 60% on price and 40% on quality.

This opportunity is suited to building contractors with the capacity to manage a substantial, multi-disciplinary refurbishment of an occupied or operational civic and entertainment venue. Relevant capability includes complex auditorium works, roof construction, seating installation, theatre lighting and audiovisual systems, rigging and acoustics, alongside front-of-house and backstage remodelling. The successful contractor will need to coordinate mechanical and electrical replacements with fire-safety, accessibility, thermal-performance and energy-efficiency upgrades, as well as drainage and external works. The two-stage design-and-build approach makes integrated design and construction delivery relevant. Small and medium-sized businesses are identified as suitable, although the breadth of work points to a need for sufficient resources and experience to coordinate specialist trades and deliver the whole scheme.
