Summary of the contracting process

Jisc is considering outsourcing the support it provides public sector customers for the management of their AWS and Azure infrastructure. The potential service is cloud infrastructure management and technical support, including on-call customer support. It is a services requirement, with delivery in the United Kingdom. The work would support Jisc’s public sector customers rather than describe a specific cloud migration or supply of cloud software. The buyer is Jisc. The request for information asks suppliers for high-level information to help Jisc consider the options available for providing this support. The scope is therefore at an early exploratory stage, focused on outsourced support for AWS and Azure environments.

This is a planning-stage market engagement, not an invitation to tender. Jisc is using a request for information to gather high-level responses before deciding next steps; the engagement response date is 3 November 2026. Jisc says the possible contract dates of 1 March 2027 to 28 February 2029 are arbitrary and do not represent an expected start date. The contract value is unknown, and Jisc says RFI responses are intended to help it understand the budget required. No procurement procedure or evaluation basis has yet been set out. Suppliers are asked to respond to the RFI through Jisc’s e-tendering portal, and not to submit bids or provide material beyond the RFI requirements.

This engagement is most relevant to suppliers able to provide managed support for AWS and Azure infrastructure, including an on-call customer support service for public sector clients. Experience managing cloud infrastructure and delivering technical support would be directly relevant to the service under consideration. Jisc is seeking high-level information at this point, so suppliers can inform its understanding of the available outsourcing options and likely budget before it determines whether to proceed. The requirement is still exploratory, and the buyer has not yet defined the eventual service specification or supplier requirements. Businesses with relevant cloud operations expertise can use the engagement to explain their service capabilities and the considerations involved in supporting Jisc’s public sector customers.

Planning Information

We are at a very early stage in considering the options available to us, and are only looking for high level information, as detailed in the Request for information (RFI) document. Interested parties should visit the etendering portal at: https://uk.eu-supply.com/login.asp?B=JISC and access the RFI from the current opportunities page (you may need to register if your company hasn't already done so, though this is free of charge and should take only two minutes). Responses and any questions should also be directed via the portal. Please do not submit bids or go above and beyond the requirements in the RFI. We will endeavour to review all responses carefully before considering our next steps. Note: stated contract dates are entirely arbitrary - we do not as yet have any expected contract start date nor are we gauranteed to progress this project. Contract value is unknown - responses to the RFI are anticipated to help us understand the budget required.
