Summary of the contracting process

Frimley Health NHS Foundation Trust is seeking equipping consultancy for the New Frimley Park Hospital programme. The service will advise on equipment planning and integration during concept design and spatial coordination, supporting development of the Outline Business Case; it may extend into the next design stage. Work includes an equipment strategy and governance framework, equipment categorisation and master and departmental equipment schedules. The consultant will capture requirements with clinical, operational, estates, digital, clinical engineering and finance teams, validate room data sheets, provide design and technical assurance, and align equipment with building information modelling. It will also cover medical equipment and digital integration, cost planning, procurement strategy, logistics, commissioning and operational readiness, risk management, and potentially an audit of existing equipment. The Trust is the buying organisation. The relevant field is healthcare equipment planning and consultancy (CPV 79411000).

The Trust invited full tenders through an open procedure. The enquiry deadline was 5 November 2026 at 17:00, and the tender submission deadline was 16 November 2026 at 10:00. The contract is scheduled to run from 11 January 2027 to 4 April 2029; this period applies to the consultancy service, not completion of the wider hospital programme. The estimated value is £166,019 excluding VAT (£199,222.80 including VAT). The procurement is a single lot. Evaluation is weighted 80% quality and 20% cost. Participation conditions are assessed on a pass/fail basis, and the full tender must respond to them. Submissions and procurement communications are handled through the electronic tendering portal. The expected award decision date is 14 December 2026.

This opportunity suits consultancies with demonstrable healthcare equipment-planning expertise and the capacity to work within a complex hospital design programme. Suppliers need to develop evidence-led equipment strategies, governance arrangements, schedules and cost assumptions, and integrate these with design, room data, building information modelling and digital systems. Strong clinical and operational engagement is central, alongside coordination with estates, clinical engineering, finance, and wider design, cost and programme teams. Relevant experience should cover equipment categorisation, requirements capture, technical assurance, procurement planning, logistics, commissioning and operational readiness. The provider must maintain accurate equipment data and effective change and risk control, while supporting value for money and sustainability. The work spans multiple design and professional disciplines, so bidders should be able to coordinate inputs and deliver robust outputs suitable for an Outline Business Case. An existing-equipment audit may also be required.
