Summary of the contracting process

Sheffield City Council is leading a joint procurement with Doncaster Council, Rotherham Council and South Yorkshire Integrated Care Board for an integrated community equipment loans service. The provider will procure and supply equipment and daily-living aids for adults and children, and manage storage, delivery, collection, active recall, cleaning and decontamination, repair, servicing, maintenance, reuse and recycling. The service is intended to give people timely access to safe, suitable equipment that meets assessed needs and supports them to live independently at home. It also supports hospital discharge and helps prevent hospital admissions. Delivery is for the communities of Doncaster, Rotherham and Sheffield.

The buyer invited offers through an open procedure. This is a single-lot service contract, with electronic bids permitted in English. The enquiry deadline was 9 November 2026 at 17:00, and the bid deadline was 20 November 2026 at 12:00. The estimated value is £140 million excluding VAT (£168 million including VAT). The initial contract period runs from 1 May 2027 to 30 April 2032, with two extension options: three years and then two years, potentially extending the term to 30 April 2037. Evaluation is weighted 60% quality, 30% price and 10% social value. The estimated award decision date is 15 January 2027.

This requirement suits suppliers able to run an end-to-end community equipment service across three council areas and an integrated care board, serving both adults and children. Strong operational capability is needed in equipment sourcing and supply, stock control, warehousing, delivery and collection, including active recall, alongside reliable repair, servicing and maintenance. Providers must be able to apply robust infection-control, cleaning and decontamination processes and manage reuse and recycling. An efficient IT-based stock-control system and sufficient storage capacity are explicit requirements. The service must respond to changing national and local policy and meet national guidance on delivery and collection. The specification places emphasis on timely, safe and effective provision to people’s assessed needs; quality carries more evaluation weight than price, with social value also assessed. SMEs are considered suitable for this opportunity.
