Summary of the contracting process

The Department for Culture, Media and Sport (DCMS) intends to appoint a Principal/Main Contractor for construction and civil engineering works in the Queen Elizabeth II Memorial programme at St James’s Park, London. The work covers site preparation and enabling works; removal of the existing bridge; foundations and substructures for a new bridge; demolition and rebuilding of public toilets; hard and soft landscaping; and careful relocation and reinstatement of Grade II listed structures. The contractor would also coordinate installation of memorial sculptures with the appointed artist and integrate a separately appointed specialist bridge contractor. The programme includes construction management, site logistics, public access, health and safety, quality, stakeholder coordination, completion and handover. The setting is a historic public park, with sensitive heritage, landscape and access considerations. This is a major, multidisciplinary construction project (CPV 45200000).

This procurement is at the planning stage: DCMS is undertaking voluntary preliminary market engagement, not inviting tenders. It plans a joint supplier event in Westminster, London, on 9 November 2026, with registration by 4 November, followed by a written questionnaire. The proposed response date is 18 November 2026, subject to confirmation; the engagement period is expected to close on 31 December 2026. Participation is not a condition of bidding later. DCMS expects to publish a tender notice in January 2027. The proposed competitive flexible procedure would assess supplier capability before a tender stage. The current indicative plan is to award a Stage 1 pre-construction services agreement in August 2027 and the Stage 2 construction contract in May 2028. The estimated contract value is £25 million–£27.5 million excluding VAT. The construction duration is to be developed during Stage 1.

The procurement is aimed at experienced principal or main contractors able to manage a complex, multi-discipline construction programme in a heritage park while maintaining public access and protecting listed structures and existing landscape. Relevant capabilities include enabling works, demolition, groundworks and reinforced concrete, bridge installation coordination, public-realm and toilet-facility construction, hard and soft landscaping, temporary works, logistics, sequencing, health and safety, quality assurance and handover. The planned two-stage approach is intended to involve the contractor early in construction planning, buildability review, supply-chain engagement and price development before a separate commitment to the main works. Suppliers should be equipped to work alongside a specialist bridge contractor, coordinate design and fabrication interfaces, develop competitive supply-chain pricing and manage programme and delivery risks. DCMS is seeking market feedback on capacity, competition, affordability, value for money, social value, apprenticeships and specialist supply-chain opportunities.

The works will take place within a sensitive historic park environment, requiring careful management of public access, heritage assets, existing landscape features, construction logistics and stakeholder interfaces. Indicative Timescales The current indicative programme anticipates award of the Stage 1 Pre-Construction Services Agreement (PCSA) in August 2027 and the Stage 2 main construction works contract in May 2028. These dates are estimates and remain subject to procurement outcomes, programme development and the necessary DCMS approvals. The anticipated duration and completion date of the Stage 2 construction works have not yet been determined. These will be developed during Stage 1, or as part of the formation of the Stage 2 contract, taking account of the appointed contractor's proposed construction methodology, interfaces with the specialist Bridge Contractor, wider programme dependencies and seasonal landscaping requirements. Proposed Procurement and Delivery Approach DCMS is considering a two-stage appointment for the Principal/Main Contractor, comprising an initial Pre-Construction Services Agreement (PCSA) for Early Contractor Involvement, construction planning, buildability review, supply-chain engagement and development of the construction price, followed by a separate commitment to the main construction works. The proposed scope includes enabling works, demolition and reconstruction of public toilet facilities, hard and soft landscaping, relocation and reinstatement of Grade II listed structures, coordination of memorial installations with the appointed artist, and integration of the separately appointed specialist Bridge Contractor. DCMS is considering a competitive flexible procedure under the Procurement Act 2023, incorporating an initial assessment of supplier capability and a subsequent tender stage. The proposed arrangements include coordination with the Bridge Contractor during pre-construction and its intended subsequent novation to the Principal/Main Contractor, subject to agreed contractual arrangements and approvals. The proposed approach remains subject to market engagement and DCMS governance approvals.
