Summary of the contracting process

Yorkshire Water Services Limited is exploring a Networks Emergency and Resilience Framework to strengthen wastewater delivery capacity and support planned and reactive work, including emergency response. The proposed work is divided into four activity areas: civil engineering such as excavation, sewer repairs, lining and reinstatement; non-civil services including sewer jetting, cleansing, recycling services, CCTV surveys and operational labour; process and pumping support, including rising-main repairs, temporary overpumping and mechanical, electrical, instrumentation, control and automation work; and wastewater tankering and other temporary measures to maintain operations during incidents. Work would support Yorkshire Water’s operations in England. The framework is intended to supplement existing contracts. The scope and allocation of activities between the proposed lots may change as the procurement is developed.

This is preliminary market engagement at the planning stage; Yorkshire Water has not committed to proceeding with the procurement, and there is no invitation to tender. The buyer is seeking supplier input to refine the scope and procurement approach before any proposed competition. Suppliers are invited to express interest in the engagement by 9 November 2026; Yorkshire Water then plans to send a questionnaire. This is an engagement date, not a tender deadline, and participation is voluntary. The procurement is envisaged as a framework agreement, but its final approach remains subject to confirmation. The proposed contract period is 2 August 2027 to 2 August 2030. No estimated value is stated. Four activity-based lots are proposed, but their detailed scope and interfaces are still under development.

The engagement is particularly relevant to wastewater and sewerage contractors, pumping and process specialists, tankering providers, and suppliers able to deliver civil or non-civil operational support. Yorkshire Water expressly welcomes SMEs, specialist contractors and organisations not already working directly with it; the proposed civil lot is identified as suitable for SMEs. Suppliers can offer individual activities or end-to-end delivery, and partnership or subcontracting models may suit firms that cannot cover the whole service. The buyer wants to understand geographical coverage, resource capacity alongside existing commitments, mobilisation and emergency response capability, and practical ways to build additional capacity. Suppliers with reliable resources and the ability to support urgent incidents may be well placed. Engagement feedback can also address barriers to participation, planned work packages and advance notice that could help suppliers plan resources and pricing. The final requirements are still being shaped.

Notice Title

Networks Emergency & Resilience Framework

Notice Description

Yorkshire Water Services Limited is undertaking preliminary market engagement ahead of a proposed procurement for the CM3640 Networks Emergency & Resilience Framework. We are seeking to broaden our supply chain and work collaboratively with suppliers to strengthen wastewater delivery capacity. We would like to understand what would enable suppliers to work with us, provide reliable resources and build additional capacity. We particularly welcome interest from organisations not currently working directly with Yorkshire Water, including specialist contractors and SMEs. Suppliers may express interest in individual activities or end-to-end delivery. We are open to exploring alternative delivery solutions, including separating activities within end-to-end delivery to enable more specialist suppliers to partner with us. The proposed framework will supplement existing contractual arrangements, supporting proactive and reactive work, including emergency response, through four proposed activity-based lots. The descriptions below are indicative and non-exhaustive. They outline the activities currently envisaged for each lot and do not represent a finalised scope: Lot 1 -- Civils support: Excavation, sewer repairs and lining, ironworks, manhole refurbishment, backfilling and reinstatement. Lot 2 -- Non-civils support: Sewer jetting and cleansing, recycler services, CCTV surveys and associated operational labour. Lot 3 -- Process and pumping: Rising main repairs and pumping support, repairs after rising main, temporary overpumping, testing, mechanical, electrical, instrumentation, control and automation (MEICA) support, and reporting. Lot 4 -- Mitigation and tankering: Wastewater tankering and temporary mitigation measures supporting incident response and operational continuity. The scope, activities and interfaces between lots will be refined through market engagement and development of the procurement. Activities may be added, amended or allocated differently between lots. Through this engagement, we wish to explore: Supplier capability, geographical coverage and additional resource availability alongside existing commitments. Mobilisation times, emergency response capability and opportunities to develop capacity. Direct delivery, subcontracting and partnership models. Commercial arrangements, planned work packages and advance notice that could improve resource availability and pricing. Barriers to participation, including whether requirements for end-to-end delivery could limit specialist supplier involvement, and how alternative delivery arrangements could enable suppliers to participate and commit resources. Interested suppliers are invited to help shape the scope and develop a practical delivery approach. Feedback will inform the detailed requirements and procurement approach. This notice is for preliminary market engagement. Participation does not guarantee an invitation or appointment under any future procurement, and non-participation will not prevent suppliers from responding to a subsequent tender. Yorkshire Water has not committed to proceeding with the procurement. The final scope, estimated value, duration and procurement approach remain subject to confirmation.

Planning Information

Yorkshire Water invites prospective suppliers to express interest in preliminary market engagement for the CM3640 Networks Emergency & Resilience Framework. Engagement will explore supplier capability and interest across the four proposed lots, geographical coverage, additional resource availability, delivery and subcontracting models, mobilisation, emergency response times and commercial arrangements. We also welcome feedback on barriers to participation and alternative delivery solutions, including separating activities within end-to-end delivery to enable specialist suppliers to participate. Feedback will inform the detailed scope and procurement approach. Interested suppliers should email temi.bakarey@yorkshirewater.co.uk to express their interest. Suppliers will then be sent a questionnaire to complete and return. Please indicate which lots or activities are of interest in your email. Participation is voluntary and does not guarantee appointment under any future procurement. Suppliers do not need to participate in this engagement to respond to a subsequent tender.
