Summary of the contracting process

Peterborough City Council is seeking a consultant to assess the feasibility of developing a nominated cemetery site and search for alternatives in the Peterborough area. The work has two required strands: a detailed assessment of the nominated site’s ground conditions, water conditions, planning position and deliverability; and a documented search, screening and comparison of alternative sites for future burial needs. The consultant must identify constraints, estimate the usable burial land and recommend further investigations, then produce a longlist, shortlist and comparative options appraisal of alternatives. The findings will give the Council evidence to guide future decisions on cemetery provision, including which sites to investigate further, acquire or develop. This is a specialist feasibility and site appraisal service (CPV 71241000), delivered in Peterborough.

Peterborough City Council invited offers through an open competition. The procurement reached the tender stage. The deadline for questions was 5 November 2026 at 17:00, and the bid submission deadline was 10 November 2026 at 10:00. The contract is planned to run from 1 December 2026 to 30 November 2027, with an optional three-month extension. The estimated value is £40,000 excluding VAT (£48,000 including VAT). There is one lot, and the opportunity is assessed as suitable for SMEs. Evaluation gives 70% to quality and 30% to price; quality is assessed through five method statement questions covering previous experience and technical capability, risk management and methodology.

This commission suits consultancies with experience in cemetery or burial-ground planning and site feasibility work, supported by expertise in geo-environmental, geological and hydrogeological assessment, planning and deliverability. Suppliers need to be able to assess land constraints and usable burial capacity, identify proportionate follow-up investigations, and carry out a systematic search and comparative appraisal of alternative sites. The requirement also calls for a clear, auditable approach to screening, with the ability to produce and explain a longlist, shortlist and options comparison against agreed criteria. Strong method statements should demonstrate relevant past work, technical capability, sound risk management and a robust methodology. The single-lot commission is presented as suitable for small and medium-sized businesses, including specialist firms able to bring together the necessary assessment and site-search skills.

Notice Title

Provision of Provision of a Cemetery Site Feasibility Assessment and Wider Site Search

Notice Description

Peterborough City Council is seeking to appoint a suitably experienced consultant to undertake a cemetery site feasibility assessment and strategic search for alternative cemetery sites within the Peterborough area. The commission comprises two mandatory workstreams: A detailed geo-environmental, geological, hydrogeological, planning and deliverability assessment of a nominated site; and a comprehensive search, screening and comparative appraisal of alternative sites capable of meeting the Council's future burial needs. The appointed consultant will assess the suitability of the nominated site for cemetery development, identify any significant constraints, determine the likely extent of usable burial land, and recommend any further investigations required. In parallel, the consultant will undertake an auditable search for alternative sites, applying agreed screening criteria to produce a longlist, shortlist and comparative options appraisal. The commission is intended to provide the Council with a robust evidence base to inform future decisions regarding cemetery provision, including the identification and prioritisation of suitable sites for further investigation, acquisition and development.
