Summary of the contracting process

Senedd Cymru / Welsh Parliament intends to procure an independent insurance brokerage service. The broker will advise on suitable types and levels of insurance to cover the Parliament’s corporate risks while securing value for money, identify suitable insurers, arrange and manage policy placement, monitor policies and handle renewals, and administer policies and manage claims throughout the contract. The work is for the Welsh Parliament in Cardiff. The service is intended to provide end-to-end support across insurance selection, placement and ongoing policy and claims management, on a fixed-fee basis. This is a service procurement for insurance broking (CPV 66518100).

This is at the planning stage: the Parliament is undertaking voluntary preliminary market engagement to inform its procurement strategy, and there is no invitation to tender. Interested suppliers are asked to submit a short questionnaire by 9 November 2026; participation is for research and planning and gives no obligation or advantage in a later tender. The buyer expects to publish a future notice on 27 November 2026. The anticipated contract period runs from 8 February 2027 to 7 February 2033. The stated estimated value is £30,000, or £36,000 including VAT. The procurement is presented as one lot, with no procedure, selection requirements or evaluation criteria set out yet.

This work is likely to suit insurance brokers with relevant experience advising public or other complex organisations on corporate risk and insurance requirements. Suppliers should be able to assess appropriate cover and levels, identify and engage suitable insurers, place policies, monitor coverage and manage renewals, as well as administer policies and handle claims. The buyer specifically seeks market insight into suppliers’ capabilities, delivery models and possible approaches to providing the service, so businesses with practical experience of delivering insurance brokerage services are well placed to contribute to the planned engagement. The service is to be provided independently for a fixed fee. The engagement questionnaire is a market-research exercise, not a bid; taking part does not confer an advantage in a future competition.

Insurance Broker Service

Notice Description

The Welsh Parliament (Senedd Cymru) is undertaking preliminary market engagement to inform the potential future procurement of Insurance Broker Services. As part of this early-stage activity, we are inviting interested suppliers to submit a short questionnaire designed to help us understand current market capability, delivery models, and potential approaches to service provision. The information gathered through this engagement will support the Welsh Parliament in shaping any subsequent procurement strategy. Participation is voluntary, and responses will be used for research and planning purposes only. Completion of the questionnaire does not form part of any formal procurement process, nor does it create any obligation or advantage in any future tender. Suppliers with relevant experience in delivering Insurance Broker Services are encouraged to take part. Your insights will help ensure that any future approach is well-informed, proportionate, and aligned with best practice. The Welsh Parliament requires a broker to provide, on an independent and a fixed fee basis, the following services: (a) advising on appropriate types and levels of insurance to meet corporate risks while achieving value for money; (b) identifying suitable insurance providers; (c) the placement, monitoring and renewal of the Welsh Parliament's insurance policies with suitable insurance providers; (d) management and administration of the Welsh Parliament's insurance policies during the period of contract; (e) claims handling and management.
