Summary of the contracting process

Swansea University is seeking a complete, turnkey Fourier-transform infrared (FTIR) monitoring system to measure the destruction or removal efficiency (DRE) of semiconductor point-of-use gas abatement systems. The equipment will enable continuous monitoring of the existing, currently unmonitored abatement system at the Centre for Integrative Semiconductor Materials, Swansea University’s Bay Campus, supporting process and abatement experiments and efficiency improvements. It will also be used to compare DRE between the existing system and a new abatement system being installed. The requirement is for laboratory measurement equipment, with delivery to Swansea.

Swansea University invited offers through a below-threshold open competition. The enquiry deadline was 2 November 2026 at 12:00 and the offer deadline was 9 November 2026 at 12:00 (UTC). The single lot has a maximum budget of £150,000 excluding VAT, including delivery and service contract costs. The contract period is 27 November 2026 to 26 November 2031. Award is weighted 50% on technical quality, 15% on training and after-sales support, 15% on lead time and delivery, and 20% on price. The procurement was issued before the external funding decision; any resulting contract award depends on approval and receipt of funding from the Welsh Government’s SMART Capital scheme.

This opportunity is suited to suppliers able to provide a complete FTIR-based system for continuous DRE monitoring in semiconductor gas abatement applications. The system must support experimental work and comparisons between existing and newly installed abatement equipment, so bidders should be able to demonstrate technical suitability for this research use. Training and after-sales support form part of the evaluation, as do delivery lead time and price. Suppliers with the capacity to supply, deliver and support the equipment as a turnkey package are best placed to compete. The purchase is intended to support multiple active grants and submitted or planned research proposals at Swansea University’s semiconductor materials centre.

Notice Information

Notice Title

Tender for FTIR monitoring solution for DRE in semiconductor gaseous abatement systems

Notice Description

The Faculty of Science and Engineering at Swansea University is seeking to procure a complete, turnkey FTIR-based system for determining Destruction or Removal Efficiency (DRE) of semiconductor point-of-use abatement systems. This equipment will be housed in the Centre for Integrative Semiconductor Materials (CISM) at Swansea Universities Bay Campus. The existing abatement system installed in CISM, is currently unmonitored in terms of DRE, and a there is an urgent requirement to have continuous DRE monitoring to inform both process and abatement experiments and drive efficiency improvements. Additionally, a new abatement system is being installed, and DRE will be compared between the new and existing systems using the new FTIR capability. External funding is being sought from the Welsh Governments SMART Capital scheme for a fixed maximum budget of GBP 150,000 excluding VAT which includes all delivery and service contract costs. This investment will support multiple active grants and is essential for both submitted and planned research proposals. Due to the funding programme's tight expenditure deadline, this tender has been published in advance of the funding decision. Any contract award resulting from this tender will be conditional upon the funding being approved and awarded.
