Summary of the contracting process

The UK Health Security Agency (UKHSA), acting for the Secretary of State for Health and Social Care, is considering a procurement of the antiviral medicines oseltamivir and zanamivir. The requirement is for pharmaceutical products, with delivery across the United Kingdom. UKHSA is seeking market input on available products, supplier capabilities and market conditions to help shape its procurement strategy and assess viable options. The medicines are intended to support UKHSA’s public health and medical countermeasures work. This process is at an early planning stage: it sets out a potential requirement rather than an invitation to tender. Suppliers able to provide either or both medicines are the intended audience for the market engagement.

UKHSA is at the planning stage and has not yet invited tenders. It is conducting preliminary market engagement through a request for information, to inform a possible future procurement; participation does not guarantee that a procurement will follow, and UKHSA may decide not to proceed. The buyer expected to publish a future procurement notice by 1 April 2027. The proposed contract period is 2 August 2027 to 1 August 2029, with an extension possibility to 1 August 2031. The published indicative value is £1. No procurement procedure, award criteria, eligibility conditions or evaluation method have been set out at this stage. UKHSA plans to use its Atamis eSourcing system for any subsequent procurement.

The market engagement is relevant to suppliers with the ability to supply oseltamivir, zanamivir or both, including manufacturers and pharmaceutical distributors with access to suitable products. UKHSA is specifically seeking information on product availability, supplier capability and market conditions, so suppliers able to explain their supply offer and capacity can help shape the potential requirement. Responses may also help UKHSA consider viable procurement options before defining a formal competition. The information provided does not establish a particular technical specification, accreditation, minimum capacity or experience threshold, so suppliers should focus on clearly describing the products they can provide and their ability to deliver them across the United Kingdom. This is a preparation and engagement exercise, not a contract award or invitation to bid.

Notice Title

Request for Information: Oseltamivir and Zanamivir

Notice Description

UKHSA is inviting suppliers to participate in a preliminary market engagement exercise for Oseltamivir and Zanamivir through this Request for Information (RFI), in accordance with the Procurement Act 2023. The purpose of this exercise is to gather information on available products, supplier capability, and market conditions to inform a potential future procurement.

Planning Information

To assist in the development of our procurement strategy and to ensure we consider all viable options, UKHSA welcomes engagement from suppliers capable of supplying Oseltamivir and Zanamivir. Potential bidders should express their interest by emailing commercial.preparednessandcountermeasures@ukhsa.gov.uk to request a copy of the Preliminary Market Engagement (“PME”) Request for Information document. Potential bidders should return the completed RFI by email before 1700 hours on 4th November 2026. The aim of this PME notice and the RFI is to notify and engage the market on UKHSA’s current proposals, and to gauge interest in this opportunity from suppliers capable of delivering the products. UKHSA will use an eSourcing system for any procurement activity subsequent to this notice. The eSourcing system used by UKHSA is Atamis. UKHSA reserves the right to withdraw this notice at any time. UKHSA is not liable for any costs incurred as a result of bidders engaging with this process. This early market engagement exercise does not guarantee that a procurement will take place, and UKHSA reserves the right to defer from any procurement entirely.
