Summary of the contracting process

Yorkshire Purchasing Organisation (YPO) intends to reprocure a national framework for apprenticeship training and associated services, for use by public sector customers. It has two planned strands: Lot 1 covers apprenticeship programmes aligned with Department for Work and Pensions and Skills England provision, including apprenticeship standards, foundation apprenticeships and apprenticeship units. Lot 2 is for police training entry routes: the Degree Holder Entry Programme, Police Constable Entry Programme and degree-holder route in professional policing. The work is education and training services. The framework is intended to be available nationally to public sector customers. YPO is seeking supplier input to refine its scope, structure and commercial approach before deciding how to proceed with the formal procurement.

The process is at planning stage; there is no invitation to tender yet. YPO is undertaking preliminary market engagement through a request for information, seeking views on the previous solution and input from potential new providers. It plans to discuss scope, terms and conditions, reporting, pricing, DWP funding rules and police-specific delivery requirements. A supplier webinar is also planned, with follow-up discussions possible. The engagement response deadline is stated as 12 November 2026 at 2pm, although YPO has recorded that this deadline is incorrect. YPO expects to advertise the procurement in January 2027, with a planned contract start of 7 June 2027 and a six-year term to 6 June 2033. The stated estimated framework value is £20 billion excluding VAT (£24 billion including VAT).

This framework may suit apprenticeship training providers able to deliver programmes across a national public sector customer base, as well as specialist providers of police entry-route training. Suppliers with a broad apprenticeship offer may be relevant to Lot 1, including delivery of apprenticeship standards, foundation apprenticeships and apprenticeship units. Providers experienced in police recruitment and professional policing education may be suited to Lot 2, covering the Degree Holder Entry Programme, Police Constable Entry Programme and degree-holder route. YPO is specifically seeking feedback from existing and prospective providers, including on market developments, pricing approaches, participation barriers, DWP funding rules and requirements for police training. This engagement is a chance to inform the design of the future framework; suppliers should prepare to explain their service coverage and practical delivery requirements.

YPO are looking to undertake preliminary market engagement with suppliers in this market to understand the key elements of the market and the support a national framework being provided to the Public Sector. Through this engagement, YPO is seeking supplier feedback on the proposed scope, structure, commercial approach and call-off arrangements, together with current market developments and any barriers to participation. Feedback will help YPO develop a future framework that is accessible, fit for purpose and be responsive to the needs of public sector customers and suppliers. The first stage of the engagement will be conducted through the completion of an RFI, whereby YPO are seeking feedback from providers on the previous solution as well as potential new providers to gain further understanding within this market to: expand the framework scope for apprenticeships training routes, review of the current Terms and Conditions and reporting requirements, understand the relevant pricing models, and gain further understanding of the processes involved in relation to the Department of Working Pensions (DWP) funding rules and the police specific requirements that support delivery of police training entry routes in order to ensure the new iteration is fit-for-purpose for the Public Sector to call off. As part of the engagement, YPO also intends to hold a supplier webinar providing guidance on using its Atamis procurement portal and support for providers in meeting registration and information requirements associated with the Central Digital Platform under the Procurement Act 2023.
