Yorkshire Purchasing Organisation (YPO) intends to renew its Managing Consultancy and Professional Services framework. It is designed to give public sector organisations across the UK access to one managed service provider for consultancy and professional services, providing a compliant route to market for their requirements. The scope includes business and management consultancy, general management consultancy and procurement consultancy. YPO is the sole public sector buying organisation for this procurement. The framework is intended for use nationally by public sector organisations; no single delivery site is identified. This is a services framework rather than a contract for a defined project, with the provider expected to manage access to the consultancy and professional services that participating public bodies need.

The process is at planning stage: YPO has set out its intention to procure, but has not yet invited tenders. It plans preliminary market engagement through a supplier questionnaire, seeking feedback on market challenges, pricing models, trends and social value; it may follow up remotely with suppliers. Interested suppliers are expected to request the questionnaire by 11 November 2026 at 5pm. YPO expects to advertise the procurement in spring 2027, with a planned contract start on 30 August 2027. The planned framework period runs to 29 August 2031, with a possible extension to 29 August 2035. The estimated value is £15bn excluding VAT (£18bn including VAT). The procurement is planned as a single-lot framework; a procedure or evaluation basis has not yet been set out.

The framework is aimed at suppliers able to act as a managed service provider and provide public sector organisations with access to a broad range of consultancy and professional services on a national basis. Businesses with strong capabilities in business and management consultancy, general management or procurement consultancy are relevant, particularly those able to coordinate or manage a single-supplier service across varied public-sector requirements. YPO has identified SMEs and voluntary, community and social enterprises as suitable participants, so smaller and socially focused providers may find the planned arrangement relevant, either in their own right or as part of a delivery model. The market engagement is an opportunity for suppliers to influence the framework’s development by sharing practical insight on market challenges, pricing approaches, trends and social value. No specific accreditations or experience thresholds are set out at this planning stage.

YPO are bringing to market the renewal of the 1141 Managing Consultancy and Professional Services 2 framework which will deliver access to a Managed Service Provider (MSP), single supplier solution that meets the needs of all public sector organisations when procuring consultancy and professional services on a national basis. YPO are the sole public sector buying organisation for this procurement, we manage an array of frameworks for a variety of services and products. Public sector organisations utilise our frameworks as a compliant route to market to award contracts which meet their requirements.

Planning Information

YPO are looking to undertake preliminary market engagement with suppliers in the consultancy and professional services market to gain insight and feedback that may help inform decisions regarding the framework. The first step of engagement will be conducted through the completion of a questionnaire, YPO seek to understand the challenges within the market, relevant pricing models, market trends, social value considerations and more. Please register your interest by contacting us at hrsolutions@ypo.co.uk and we will share a copy of the questionnaire for your review and completion by the deadline 11th November 2026 – 5pm. Please ensure the questionnaire request is made accordingly with the subject heading highlighted below - ‘PME 1358 - Managing Consultancy & Professional Services 3 Framework’ Should YPO require additional information from suppliers following the questionnaire responses we will arrange for a follow up session remotely via Microsoft Teams at a convenient time for both parties concerned. Should YPO wish to proceed further a formal procurement process will be followed in accordance with YPO’s Contract procedure rules and in line with the Procurement Act 2023. Please note that any information is being sought without prejudice and without commitment. Following the initial PME stage YPO are intending to advertise this opportunity through Find a Tender in spring 2027 with an estimated contract start date of the 30th August 2027. Please note whilst we strive to ensure all timescales are met the advertising date is indicative and can be subject to change without prior notice.
