Summary of the contracting process

Public Health Wales NHS Trust procured servicing and maintenance of its QuantStudio laboratory equipment and associated assets. The requirement covers specialist maintenance of laboratory instruments, including repair and maintenance of measuring, testing and checking apparatus and medical and surgical equipment. The stated purpose is to keep the Trust’s equipment maintained to the original manufacturer’s standards, preserve specialist equipment knowledge and support associated warranties. Work is for Public Health Wales across Wales. NHS Wales Shared Services Partnership facilitated the procurement on the Trust’s behalf; Public Health Wales NHS Trust is the buyer. This is a focused laboratory-equipment maintenance requirement, rather than a general healthcare or facilities maintenance contract.

The procurement is complete and was awarded by direct award to Life Technologies Limited, trading as Thermo Fisher, as the equipment’s original manufacturer. The Trust justified using one supplier on the basis of exclusive intellectual property or other rights, no reasonable alternatives, continuity of service and the technical requirements needed to maintain warranties. The award date was 22 October 2026. The contract period runs from 2 November 2026 to 6 September 2028. The recorded award value is £130,737.09 excluding VAT and £156,884.51 including VAT. There is one lot, covering the equipment maintenance requirement. The published award is marked pending; a contract signature milestone was scheduled for 2 November 2026.

For a future requirement of this kind, a credible supplier would need demonstrable expertise in servicing QuantStudio laboratory equipment and associated assets, with the technical capability to maintain instruments to the original manufacturer’s standards and protect relevant warranties. The selected supplier was the original equipment manufacturer, and the Trust’s stated rationale emphasised exclusive rights, the lack of reasonable alternatives, continuity of service and retention of specialist equipment knowledge. This points to a narrow, equipment-specific market rather than a broad maintenance opportunity. Suppliers would need to show they can meet the manufacturer-level technical requirements and provide dependable service across Public Health Wales. The contract also indicates that the Trust purchases this specialist laboratory maintenance as a defined service requirement.
