Summary of the contracting process

West Berkshire Council plans to establish a multi-provider open framework for residential care placements for older people. Services are expected to cover residential care, residential dementia care, nursing care and nursing dementia care, as well as innovative residential care and support for people with age-related or complex needs. Placements will be in care settings serving eligible individuals in West Berkshire. The final framework scope and design will be shaped by feedback from residential and nursing care providers. The council is seeking views on the structure of the framework, market capacity and future demand, workforce pressures, pricing and fee reviews, dementia and specialist provision, quality assurance, market sustainability, innovation and social value. The service category is residential care and welfare services for older people.

This process is at the planning stage: West Berkshire Council has stated its intention to establish a framework, but has not yet invited tenders. It expects to use an open procedure and the framework is planned as a multi-provider arrangement. The planned contract period is 1 April 2027 to 30 March 2035. The council expects to publish a future procurement notice by 30 November 2026. A pre-market engagement event is planned online via Microsoft Teams for 3 November 2026, from 2:30 pm to 4:00 pm, to explain the proposals and gather provider feedback. The procurement is listed with a value of £0, so this should not be read as an estimate of the commercial value of placements. The framework is planned as a single lot and is marked suitable for SMEs and voluntary, community and social enterprises.

This planning exercise is particularly relevant to residential and nursing care providers able to deliver placements for older people, including people living with dementia and those with more complex care needs. Providers offering both residential and nursing services, specialist dementia support, or innovative models of care and support may be well placed to contribute to the proposed framework. The council is still developing its service specification and framework structure, so providers can use the engagement to explain the capacity they can offer, expected future demand and workforce constraints. It is also seeking practical views on pricing and fee review arrangements, quality assurance, sustainability, innovation and social value. This is preparation for a future procurement, rather than an invitation to bid; the council’s feedback exercise is intended to inform its final design. No particular accreditation is identified. Could suit SMEs and VCSEs.**
