Summary of the contracting process

West Berkshire Council plans to establish a multi-provider open framework for domiciliary care for adults in their own homes across West Berkshire. Services are expected to include long-term home care, short-term and urgent care, Discharge to Assess, reablement, respite care, live-in care, waking nights, sleeping nights and long sits. The wider proposed scope also includes personal care, help with daily living, specialist care and support that promotes independence in the community. This is adult social care delivered in people’s homes and local communities, rather than residential care. The Council is developing the framework with input from care providers, including on service delivery and geographical coverage. The services fall within health and social care.

The process is at the planning stage: West Berkshire Council is undertaking pre-market engagement to shape the framework and final procurement approach. It expects to use an open procedure and establish a framework agreement. The Council planned an online provider engagement event for 6 November 2026, with attendance confirmation requested by 5 November. The event was intended to explain the proposals and gather questions and feedback. A further procurement notice was expected by 30 November 2026. The planned contract period runs from 1 April 2027 to 30 March 2035. The published estimated value is £0. The procurement is organised as one lot, with no further lot breakdown described. The Council is seeking views to inform its framework design, service model and market sustainability considerations.

The proposed framework is marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, and is intended to have multiple providers. It may therefore interest local and specialist care organisations as well as larger providers able to deliver a broad service range across West Berkshire. Relevant capability includes delivering safe, reliable care in adults’ homes, from routine personal care and daily living support to urgent, short-term, specialist and overnight services. Providers with experience in reablement, hospital discharge support, respite and live-in care may find the scope especially relevant. The Council is seeking provider insight on workforce pressures, market capacity and geographical coverage, alongside quality and performance expectations, pricing sustainability and Fair Cost of Care considerations. It also welcomes views on innovation and technology. No particular accreditation is set out. Lodging a bid is not part of this planning engagement.
