Summary of the contracting process

West Midlands Combined Authority is exploring a regional private rented sector stock intelligence survey. The work would help build a consistent evidence base on the size, condition and distribution of privately rented homes across the West Midlands, addressing gaps in local authorities’ understanding and supporting better-informed decisions. The research is prompted by concerns about housing quality and energy efficiency, alongside changes to landlord responsibilities under the Renters’ Rights Act, including enforcement, compliance and tenant engagement. The service is for the West Midlands region. The authority is seeking market insight to understand current challenges and shape the scope, outcomes and delivery approach of any future commissioned work; no specific survey design or outputs have yet been settled.

This is at the planning stage: the authority is conducting pre-market engagement, not inviting tenders. It is an information-gathering exercise and taking part does not commit either party to a future procurement or give respondents preferential treatment. The authority’s engagement questionnaire was due by 13 November 2026. It expects to publish a future procurement notice by 1 February 2027. The stated estimated value is £120,000 excluding VAT (£144,000 including VAT). The anticipated contract period runs from 1 March 2027 to 29 February 2028. No procurement procedure, award criteria or participation requirements have been set out at this stage; there is one planned lot covering the survey work.

The engagement is relevant to suppliers able to advise on private rented housing and regional housing evidence, including firms with research, data collection, analysis or research consultancy capabilities. The authority is looking for insight into current challenges in the West Midlands and feedback that can shape the future work’s scope, outcomes and delivery approach. Suppliers with experience developing a consistent picture of housing stock size, condition and distribution, or helping public bodies address gaps in local intelligence, are well placed to contribute. Knowledge of the effects of the Renters’ Rights Act on landlords, enforcement, compliance and tenant engagement would also be pertinent to the subject. This is a preparation opportunity to inform possible future commissioning, not a tender competition.

Notice Information

Notice Title

West Midlands Private Rented Sector (PRS) Stock intelligence survey

Notice Description

West Midlands Combined Authority is undertaking a Pre-Market Engagement (PME) to gather insight and feedback around the private rented sector (PRS). According to data from the English Housing Survey, 24.6% of PRS properties across the West Midlands are non-decent, and 19.2% are low-income, low energy efficient (LILEE). The introduction of the Renters' Rights Act will bring substantial changes to the sector, creating new responsibilities for landlords and increasing responsibilities around enforcement, compliance and tenant engagement. While local authorities hold a range of PRS data, local authorities often lack a comprehensive knowledge & understanding of the size, condition and distribution of their private rented stock. A consistent regional evidence base would help address these intelligence gaps and support more informed decision-making. WMCA is undertaking this pre-market engagement exercise to better understand current challenges in the area and gather feedback that will inform the design of any future associated procurement activity. Responses will help shape the scope, outcomes and delivery approach of any opportunity that may be commissioned. Suppliers are encouraged to complete the engagement questionnaire attached to this PME. These must be submitted via the portal. PLEASE NOTE - This is an information gathering exercise rather than a call for competition and therefore publication or response does not commit WMCA or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. Please also note that this is not a formal PQQ or expression of interest in a tender exercise. This Pre-Market Engagement is to be used purely by WMCA to gather information.
