Summary of the contracting process

Guildford Borough Council and Waverley Borough Council are seeking a consistent fire risk assessment service for their housing and corporate property portfolios. The work covers suitable and sufficient assessments, risk prioritisation, prompt escalation of urgent life-safety risks, clear remedial recommendations, and controlled reporting to support statutory compliance and fire safety management. The specification also sets common requirements for assessor competence, quality assurance and contract management. This is a professional building inspection and fire safety risk assessment service, with related technical inspection and hazard assessment work. Delivery is across the councils’ property portfolios in Surrey; the procurement lists the delivery area as Guildford’s region.

The councils invited offers through a competitive flexible procedure. Suppliers first submit a Pre-Qualification Questionnaire; those scoring at least 60% may be shortlisted, with up to five invited to submit final tenders. The buyer may hold dialogue before requesting final submissions. Enquiries were due by 6 November 2026 at 12:00, and expressions of interest by 16 November 2026 at 12:00. The expected award decision date was 5 February 2027. The contract runs from 1 April 2027 to 31 March 2030, with options to extend for two further 12-month periods. The estimated value is £2.86 million excluding VAT (£3.432 million including VAT). There is one lot. Evaluation weights are 55% qualitative, 5% social value and 40% commercial.

This opportunity suits providers with the technical expertise and organisational capacity to assess fire risks across housing and corporate buildings, produce auditable reports and practical remedial actions, and identify risks requiring urgent escalation. Suppliers need to demonstrate relevant experience, assessor competence and the ability to apply consistent assessment and quality assurance processes across two councils’ property portfolios. Strong contract management and controlled information handling are also important, as the service must support statutory compliance and ongoing fire safety management. Small and medium-sized businesses are considered suitable. The procurement is substantial in scope and requires a supplier capable of delivering reliable assessments across a broad property portfolio; the initial selection stage also tests capability and experience before a limited shortlist progresses to tender.
