Summary of the contracting process

Cardiff and Vale University Health Board is buying oximetry sensors, associated consumables and support services for its existing monitoring equipment. The equipment is used across clinical settings, including the Children’s Hospital. The sensors and consumables must be compatible with, and validated for, the installed equipment so it can continue operating safely and in line with manufacturer specifications. The procurement is for medical equipment and related support, with delivery to the Health Board in Cardiff and Vale, Wales. The supply arrangement also supports an existing programme to refurbish and replace eligible monitoring devices. This requirement is tied to the Health Board’s current equipment platform rather than a general purchase of interchangeable oximetry products.

The procurement is complete and the contract has been awarded to Masimo Europe Limited through a direct award, on the stated basis of compatibility with the installed equipment and preservation of existing commercial arrangements. The award is valued at £987,006 excluding VAT (£1,184,407.20 including VAT). The contract period runs from 9 November 2026 to 8 November 2030; the award date is 26 October 2026. There is one lot. The contract includes equipment replacement for eligible devices at no additional charge, annual price increases capped at CPI and supported by evidence, periodic price benchmarking against equivalent products available through NHS Supply Chain or other NHS frameworks, and rebates as agreed in the contract.

For suppliers considering a future requirement from this buyer, the award indicates demand for an integrated supply of oximetry sensors, consumables and related support that works with the Health Board’s established monitoring equipment. Credible competitors would need to demonstrate validated compatibility, dependable continuity of supply and the ability to support safe clinical use across multiple settings. The incumbent arrangement also combines consumables with device refurbishment and replacement, so a competing offer would need to address equipment lifecycle needs as well as product supply. Commercial credibility would depend on whole-life value, including transparent price evidence, scope to benchmark prices against NHS purchasing routes, and a rebate offer. A change of platform would also need a practical plan for clinical validation, staff training and managing operational disruption.

Sensors for Oximeters

Notice Description

Cardiff and Vale University Health Board intends to award a contract to for the continued supply of oximetry sensors, associated consumables and related support services required for use with the Health Board's existing installed estate of monitoring equipment. The Health Board currently operates a substantial installed base of equipment across a range of clinical settings, including the Children's Hospital. The required sensors and consumables are specifically designed and validated for use with this equipment and are necessary to ensure continued operation, patient safety and compliance with manufacturer specifications. The Health Board has assessed alternative procurement options, including replacement of the existing equipment platform and procurement through available framework arrangements. However, transitioning to an alternative supplier would necessitate the replacement or modification of a significant installed equipment estate, implementation of alternative technologies, clinical validation activities, staff training, updates to operational procedures and associated change management activity. This would result in significant additional cost, operational disruption and implementation risk. The current arrangement also incorporates a structured equipment refurbishment and replacement programme under which eligible legacy devices are replaced with updated equipment at no additional capital cost. In addition, the contract includes a volume-based rebate mechanism linked to consumable purchases. These elements provide ongoing commercial benefits and contribute to the achievement of value for money over the life of the contract. The Health Board has concluded that maintaining the existing equipment platform and associated supply arrangements represents the option that delivers the most economically advantageous outcome when considering whole-life cost, continuity of clinical service, compatibility requirements, implementation risk and the commercial benefits associated with the existing arrangement. Accordingly, the Health Board intends to award the contract to for the continued supply of oximetry sensors, consumables and associated support services.

Procurement Information

The contracting authority considers that the contract may be awarded directly because the goods and associated services are required for use with an existing installed equipment platform supplied by . The proposed award will maintain compatibility with the existing equipment estate and preserve associated commercial benefits, including equipment replacement arrangements and rebate mechanisms, the loss of which would result in additional cost and operational disruption to the authority.
