Summary of the contracting process

Notting Hill Genesis intends to establish a building safety contractors framework to support safety and remediation work across its housing. The scope includes cladding remediation and façade improvements; fire safety works; building-envelope projects such as window and door replacement; roofing replacement and refurbishment; internal and associated building works; design and compliance services, including building regulations and fire safety compliance; and structural works. The work is for NHG’s homes across London and the South-East. NHG says other contracting authorities may also use the framework, and its departments may call off from either lot. The framework is planned to cover both non-complex and complex works, with call-off contracts expected to follow the framework appointment.

This is at the planning and market-engagement stage: NHG is seeking supplier feedback to shape its strategy, including the lots, procedure, participation conditions and award criteria. It expects a closed framework, but the procurement approach is not finalised. The estimated framework and call-off value is £540 million excluding VAT (£648 million including VAT), based on anticipated NHG and possible third-party requirements; NHG gives no guarantee that this value will be called off. Its provisional timetable expects to issue the pre-qualification questionnaire on 7 January 2027, invite shortlisted bidders to tender on 30 March 2027, receive tender responses by 4 May 2027, award on 3 August 2027 and begin mobilisation on 16 September 2027. The framework period is planned to run from 7 September 2027 to 5 September 2031. Supplier feedback is invited by 27 November 2026; registration for the meet-the-buyer event on 20 November closes at midday on 17 November.

The planned framework is relevant to contractors with building safety, remediation and construction capabilities, including firms specialising in cladding and façades, fire safety, building envelopes, windows and doors, roofing, structural works, or associated internal works. Design and compliance providers able to address building regulations and fire safety requirements may also fit the scope. The two proposed lots are intended to distinguish non-complex from complex works, so suppliers should consider which level of project complexity they can deliver and provide feedback on the proposed structure. NHG is seeking constructive supplier input to shape the framework and its later participation and award requirements. Its homes are across London and the South-East, and other public contracting authorities may use the framework. Suppliers interested in influencing the approach can complete the questionnaire and register for the in-person event.
