Summary of the contracting process

Leicester City Council is seeking interest from Registered Providers in developing 28 non-strategic sites across Leicester for 100% affordable housing. The sites are identified in the Council’s Local Plan, which sets out a vision for the city’s growth to 2036. The work is intended to help meet affordable housing need and support development of the identified sites. This is a land development and construction programme, rather than a purchase of standalone goods or services. The planned delivery location is Leicester. The Council is using pre-market engagement to understand which providers may be interested in taking these sites forward.

The process is at the planning and pre-market engagement stage; it is not an invitation to tender or a call for competition. The Council expects to use engagement responses to inform a future procurement, with a subsequent notice anticipated on 11 January 2027. The engagement questionnaire has a stated due date of 30 November 2026. The single planned lot has an indicative contract period from 1 April 2027 to 31 March 2037. The Council says that the contract start and end dates have not been confirmed and are being explored through engagement. The procurement procedure, final contract value, participation conditions and evaluation criteria have not yet been established.

This engagement is particularly relevant to Registered Providers with the capacity and interest to develop affordable housing on sites in Leicester. Providers able to deliver housing that is entirely affordable, and to take part in the development of multiple sites over an extended programme, are the intended market participants. The Council has identified affordable housing need as the purpose of the development programme, so relevant experience in affordable housing delivery and the resources to progress site development will be commercially pertinent. Small and medium-sized enterprises are marked as suitable for the planned lot, although the engagement specifically seeks to hear from Registered Providers. Suppliers can use this stage to signal their interest and inform the Council’s plans before a competition is issued.

The estimated value, contract start date and contract end date have not been confirmed, as this stage is to seek information from the PME exercise.
