Summary of the contracting process

Cambridgeshire and Peterborough Combined Authority commissioned the Fenland Youth Hub, a youth support and employment service designed to tackle disengagement, low employment and barriers to social mobility. The service combines employment and skills support with help relating to mental health, financial capability and housing. It includes an accessible physical hub in Wisbech, where young people can access regular support and services including Jobcentre Plus Work Coaches, alongside outreach across Fenland, including rural communities. The provider is expected to offer coordinated, individual support through local partnerships and active engagement with young people. The service falls within youth education and support services.

The procurement is complete and the contract is active. The Combined Authority used a below-threshold limited competition, with one lot. Centre 33 was selected as supplier. The contract was signed on 24 August 2026 and runs from 24 August 2026 to 31 March 2027. Its value is £140,000 excluding VAT (£168,000 including VAT). The procurement was for services and was evaluated through the limited competition; the published process information does not state the specific award criteria. The selected supplier is delivering the Fenland Youth Hub across Wisbech and the wider Fenland area.

For suppliers considering similar youth provision for the Combined Authority, this award indicates demand for a joined-up, place-based service combining employability and skills with support for wider barriers to participation. A credible provider would need a track record delivering youth-focused services in complex settings, capacity to provide employment and skills expertise through its own staff or partners, and experience working collaboratively with statutory, voluntary and community organisations. The model also requires an accessible, welcoming physical base, regular face-to-face delivery and outreach that reaches young people in rural areas. Suppliers would need to build trusted relationships with young people facing multiple barriers, coordinate co-located services and use performance data, feedback and learning to improve provision.

Notice Information

Notice Title

Fenland Youth Hub

Notice Description

Fenland faces significant challenges relating to employment, economic inactivity and social mobility, with lower employment rates and higher levels of disengagement compared to national averages. The Youth Hub is intended as a targeted intervention to address these challenges through coordinated, wraparound support that also recognises wider barriers faced by young people, including mental health, employability, financial capability and housing needs. The Authority is seeking to commission a Supplier with a strong track record of delivering youth-focused, place-based provision in complex contexts. The Supplier must demonstrate the organisational capacity to deliver employment and skills provision, including access to staff or partners with relevant expertise and experience. They should evidence experience of collaborative working with multiple partners and stakeholders, including statutory, voluntary and community sector organisations, and the ability to build trusted relationships with young people facing multiple barriers to participation and progression. The Youth Hub model will include a core, accessible physical space located in Wisbech, operating regular delivery hours and acting as a central point for engagement, triage and co-location of services, including Jobcentre Plus Work Coaches. In addition, the Supplier will be expected to deliver outreach activity across the wider Fenland area to ensure equitable access for young people in rural communities and those less likely to engage with a centralised offer. The Supplier will be responsible for designing and delivering an inclusive, neutral and welcoming environment that facilitates joined-up support tailored to individual needs. This includes developing strong local partnerships, engaging young people proactively, and embedding continuous improvement through the use of performance data, feedback and learning.
