Summary of the contracting process

Cardiff and Vale University Health Board is buying an independent review of healthcare services at HMP Cardiff, with NHS Wales Shared Services Partnership managing the procurement on its behalf. The review covers current clinical practice, workforce arrangements, governance, multidisciplinary working, service delivery and relationships across the wider health system. Its purpose is to identify opportunities for improvement and recommend a sustainable future service model. The work concerns healthcare delivered in a secure custodial setting in Cardiff, including consideration of patient safety and how clinical and operational arrangements function together.

The procurement is complete and the contract was awarded to Thirty Six Degrees Ltd through a below-threshold direct award without competition. The buyer selected the supplier on the basis of its specialist expertise and relevant experience in NHS leadership, clinical services and improvement, including mental health, forensic and complex care. The award value is £75,200 excluding VAT (£90,240 including VAT). The contract period runs from 2 November 2026 to 31 March 2027; the award was recorded on 22 October 2026. The procurement is a single lot, marked as suitable for SMEs. The stated evaluation rationale highlights the need for an independent review, attention to potential patient-safety concerns and timely progress.

For suppliers tracking this buyer’s requirement, the award shows demand for independent service review in a secure custodial healthcare setting, rather than a general healthcare consultancy. A credible competitor would need specialist knowledge of forensic mental health and healthcare delivery in prisons or comparable secure environments, alongside the ability to assess clinical practice, workforce arrangements, governance, multidisciplinary working and service delivery. The selected provider’s stated strengths also indicate the value placed on senior clinical, medical and nursing leadership, operational review and service-improvement capability, backed by experience of complex care and NHS services. Suppliers should be able to provide an integrated, independent review team that can assess interconnected clinical, operational and governance issues and produce practical recommendations for a sustainable service model.

Notice Description

Cardiff and Vale University Health Board intends to award a contract to Thirty Six Degrees for the provision of an independent review of healthcare services at HMP Cardiff. The review will assess current clinical practice, workforce arrangements, governance structures, multidisciplinary working, service delivery and wider system relationships. The review will identify any improvement opportunities, whilst providing recommendations to support the development of a sustainable future service model. The Health Board has identified a requirement for specialist expertise spanning forensic mental health services, healthcare delivery within secure and custodial environments, clinical governance, service improvement, medical leadership, nursing leadership and operational service review. Thirty Six Degrees has demonstrated extensive experience in NHS leadership, clinical services and service improvement, particularly within mental health, forensic and complex care settings. The proposed team brings together senior clinical, operational and improvement expertise with significant experience of reviewing services, governance structures which support quality improvement and operating within secure environments. The Health Board considers that Thirty Six Degrees offers a distinctive combination of specialist expertise directly relevant to the circumstances at HMP Cardiff. This expertise enables the provision of an independent, integrated review capable of assessing complex clinical, operational and governance processes within a secure custodial healthcare setting. Having considered the specialist nature of the requirement, the need for independent review, the importance of identifying and addressing potential patient safety concerns, and the need to progress the review in a timely manner, the Health Board has concluded that a direct award represents the most appropriate procurement approach.
