Summary of the contracting process

Merseyside Waste Disposal Authority, using the public-facing name Merseyside Recycling and Waste Authority, is seeking a waste composition analysis study for household waste across the six Liverpool City Region districts: Halton, Knowsley, Liverpool, St Helens, Sefton and Wirral. The study is intended to support the region’s waste-reduction and carbon-emissions strategies, inform the Authority’s future waste services programme and help assess and monitor its emissions trading liability. Its findings are also intended to help district councils improve local waste collection services. This is a specialist waste analysis service (CPV 79723000). The work relates to Merseyside and the Liverpool City Region; Halton’s household waste disposal is managed through an arrangement with the Authority.

The buyer invited offers through an open procedure. The procurement is divided into one lot, with a contract period from 22 March to 31 October 2027. The estimated value is £250,000 excluding VAT (£300,000 including VAT). The buyer set 11 January 2027 at 12:00 as the bid deadline and 11 December 2026 at 12:00 as the deadline for questions; the stated award decision date is 5 March 2027. Bids are assessed on price and quality, with the quality assessment requiring bidders to provide a site for analysis as set out in the Contractor Information Form. Economic and technical selection criteria also apply. The Authority indicated that full criterion details are set out in the tender documentation.

This opportunity is suited to suppliers with practical expertise in analysing the composition of household waste and the resources to carry out a study covering six local authority areas. A suitable supplier will need access to a site where the waste analysis can be conducted, a specific requirement that forms part of the quality assessment. The work has a strategic application beyond producing an analysis: results are intended to guide future waste services and infrastructure, support local collection-service improvements, and help the Authority monitor emissions trading liability. Small and medium-sized enterprises are considered suitable to bid. The procurement also requires bidders to meet economic and technical selection criteria, so relevant analytical capability and the organisational capacity to deliver the regional study will be important.

Waste Composition Analysis 2026-2027

Notice Description

Merseyside Recycling and Waste Authority is the public facing name of Merseyside Waste Disposal Authority (MWDA). MWDA manages the disposal of household waste for six Local Authority areas in the Liverpool City Region (referred to as the "Districts"), these being Halton Borough Council, Knowsley Metropolitan Borough Council, Liverpool City Council, St Helens Metropolitan Borough Council, Sefton Metropolitan Borough Council and Wirral Metropolitan Borough Council. All the districts are designated Waste Collection Authorities except Halton, who, as a Unitary Authority, is designated a WCA and WDA. Halton has an arrangement for MWDA to dispose of their household waste, under the Liverpool City Region (LCR) Waste and Resources Partnership. This waste composition study will support LCR strategic direction of reducing waste and carbon emissions, as set out in the LCR and MRWA Zero Waste Strategies approved in 2025. Study findings will inform the MWDA Future Waste Services programme which will deliver improved waste management services and infrastructure from 2029. It will also assist in both assessing and monitoring our ETS liability. Findings will also be of interest to individual LCR Districts and support improvement of local waste collection services.
