Summary of the contracting process

Progress Housing Group is buying painting and decorating works for residential homes and other properties it owns or manages. The scope covers internal and external painting, surface preparation, repairs and making good, repainting and specialist coatings, with wallpapering where required. Work spans occupied and empty homes, communal areas, offices, independent and supported living accommodation, and other property assets. There are two strands: responsive and planned programmes, and reactive work arising from complaints, disrepair, insurance claims, tenancy issues and other ad-hoc needs. Delivery is across a broad area of England, covering the North East, North West, Yorkshire and Humber, East and West Midlands, East and South East England, London and the South West.

The buyer invited offers through an open procedure. The procurement is divided into two lots: responsive, voids and planned decoration works, and complaints and ad-hoc decoration works. The buyer may award both lots to one supplier able to deliver the full scope, or award them separately; there is no limit on the number of lots one supplier may win. Clarification questions were due by 13 November 2026 at 23:59 UTC, and tenders by 23 November 2026 at 23:59 UTC. The planned contract period runs from 1 April 2027 to 31 March 2032, with two optional two-year extensions, potentially extending the term to 31 March 2036. Lot 1 is valued at £6,725,000 excluding VAT (£8,070,000 including VAT); Lot 2 at £200,000 excluding VAT (£240,000 including VAT). For each lot, evaluation is 50% cost, 40% technical and quality, and 10% social value.

The opportunity is suitable for small and medium-sized businesses, particularly painting and decorating contractors with the capacity to cover a wide, multi-region property portfolio. Lot 1 will suit firms able to balance day-to-day responsive repairs with larger planned programmes, including work in occupied homes, void properties and communal settings. Lot 2 is suited to contractors able to mobilise flexibly for urgent, unplanned work and meet challenging response times, while liaising effectively with residents, housing officers, repairs teams and other stakeholders. Relevant delivery capability includes internal and external decoration, surface preparation, repairing finishes, applying paints, stains and specialist coatings, wallpapering, stain blocking, mould treatment and reinstatement. Suppliers bidding for both lots need to demonstrate capacity and capability across the full range of services. Technical quality and social value together account for half of the evaluation score. No specific accreditation is stated.
