Summary of the contracting process

The Crown Estate is procuring the main construction works for St James’s Market Phase 2 in London. The scheme includes a new approximately 312,500 sq ft net internal area, Category A office building, built around the retained Grade II-listed Carlton Cinema; shell-and-core refurbishment of the cinema and retail accommodation; landscaping and public realm works; and new UK Power Networks substations. The contractor will also provide a watching brief over, and take novation of, the separate demolition contract. The works are to be delivered first under a Pre-Construction Services Agreement and then under an amended JCT Design and Build 2024 contract. The project combines major new-build construction with listed-building refurbishment, retail, public-realm and infrastructure works.

The Crown Estate invited offers through a competitive flexible procedure. The procurement is a single, undivided contract; the 130 Jermyn Street works are an option and may share an energy centre, plant and practical-completion programme with the main scheme. The buyer set 5 November 2026 at 17:00 for enquiries and 19 November 2026 at 17:00 for expressions of interest. The planned contract period runs from 4 June 2027 to 31 January 2031, with possible extension to 31 January 2033 if the 130 Jermyn Street option is added. The published total estimated value is £322 million excluding VAT (£386.4 million including VAT), comprising approximately £222 million for the main works, including the pre-construction services, and approximately £100 million for the option. Tender scoring is 60% technical quality and 40% commercial.

This opportunity suits major building contractors able to manage a complex, multi-element central London construction programme, combining a large new office build with refurbishment of a listed cinema, retail shell-and-core works, public-realm landscaping and utility infrastructure. Suppliers need to show technical quality and cost competitiveness, and be prepared to evidence their capability through written submissions, tender interviews and examples from active projects. The staged competition begins with pass/fail requirements and scored technical criteria; only up to four of the highest-ranked suppliers are to be invited to tender. The process includes interviews during tendering, followed by evaluation, site visits and negotiation, with a Best and Final Offer. Contract terms are assessed pass/fail. Delivery capability should cover the interface with a separate demolition contract and coordination of shared plant and programme if the optional Jermyn Street refurbishment proceeds.
