Summary of the contracting process

The Police & Crime Commissioner for Sussex is buying first aid consumables and equipment for Sussex Police. The products support operational policing and training, with orders placed as needed and quantities varying with operational demand. Deliveries go to Authority locations across East Sussex, West Sussex and Brighton and Hove, as specified when each order is placed. The requirement covers medical consumables and a range of medical devices and products. Payment follows the Authority’s standard terms after receipt of a valid invoice.

The procurement is complete and was awarded by direct award without competition to Aero Healthcare Ltd, the incumbent supplier. The stated basis was continuity of supply after the previous Metropolitan Police Service framework was not extended or replaced, while a longer-term route is considered. The award date was 23 October 2026. The contract period runs from 1 December 2026 to 30 November 2027, with a scheduled signature date of 18 November 2026. The award value is £498,787 excluding VAT (£598,544.40 including VAT), estimated from the previous 12 months’ expenditure. There is one completed lot. Orders are demand-led and issued through purchase orders; no evaluation criteria are described because the award was made without competition.

For suppliers seeking to compete for this buyer’s future first aid requirement, the award indicates demand for a broad range of first aid consumables and equipment serving both operational policing and training. A credible supplier would need to maintain continuity of supply for essential products, handle variable order volumes and patterns, and deliver to multiple Authority locations across East Sussex, West Sussex and Brighton and Hove. The incumbent was selected through a direct award as a temporary continuity measure, so the requirement points to the importance of dependable fulfilment and the capacity to respond to orders as operational needs arise. The buyer expects to consider a national framework for this category as part of its longer-term procurement strategy.

Notice Title

First Aid Equipment and consumables

Notice Description

This procurement relates to the provision of first aid consumables and equipment required across Sussex Police to support both operational policing activities and training requirements. The requirement is demand-led, with volumes and ordering patterns varying in line with operational needs and organisational demand. The contract value stated is based on historical expenditure over the previous 12 months and is intended as an estimate only. Goods will be ordered on an as-required basis through the issuance of purchase orders, with deliveries made to Authority locations as specified at the time of ordering. Payment will be made in accordance with the Authority's standard 30-day payment terms following receipt of a valid invoice. The Authority's previous route to market was through a framework arrangement established by the Metropolitan Police Service. Following the decision not to extend or replace this framework, and in order to ensure continuity of supply of critical first aid consumables and equipment, the Authority intends to undertake a direct award to Aero Healthcare, the incumbent supplier, for a period of 12 months. This approach has been adopted as a temporary and proportionate measure to maintain uninterrupted access to essential first aid products while the Authority considers its longer-term procurement strategy. During this period, BlueLight Commercial is undertaking the establishment of a new national framework for first aid consumables and equipment, which is anticipated to be available during 2027. The Authority intends to review and, where appropriate, utilise this framework through an approved procurement route upon its availability. The direct award provides business continuity, mitigates the operational risks associated with any gap in provision, and allows sufficient time for the new national framework to be established and made available, ensuring that any future procurement is conducted through a suitable and compliant route to market.
