Summary of the contracting process

The Police and Crime Commissioner for Surrey is buying first-aid equipment and consumables for Surrey Police. These medical supplies support operational policing and training. Orders are made as needed, so quantities and ordering patterns vary with operational demand rather than following a fixed volume. Deliveries go to Surrey Police locations identified when orders are placed, across Surrey. The requirement covers medical consumables and miscellaneous medical devices and products (CPV 33140000 and 33190000).

The procurement is complete and was awarded directly to Aero Healthcare Ltd, the incumbent supplier, without competition under a below-threshold procedure. The award is recorded as pending. The stated award value is £40,000 excluding VAT (£48,000 including VAT), based on the previous 12 months’ expenditure and intended as an estimate. The contract period runs from 1 December 2026 to 30 November 2027; a signature was scheduled for 11 November 2026. Orders are placed as required through purchase orders, with payment due under the authority’s standard 30-day terms after receipt of a valid invoice. The requirement is one lot, awarded to a single supplier. The stated basis for the direct award was continuity of supply while a longer-term route is considered.

For suppliers aiming to compete when Surrey Police next buys this requirement, the award indicates a need to supply a broad range of first-aid consumables and equipment for both frontline policing and training. Credible providers will need to maintain dependable access to essential products and respond to variable, as-required orders, rather than rely on predictable volumes. They should be able to deliver to locations across Surrey and handle purchase-order-based fulfilment with the buyer’s standard invoicing and payment arrangements. Aero Healthcare was selected as the incumbent, with continuity of supply and avoidance of an operational gap cited as reasons for the direct award. This suggests that established supply continuity and the ability to meet operational needs across a varied product range will matter in a future competition.

Notice Title

First Aid Equipment and consumables

Notice Description

This procurement relates to the provision of first aid consumables and equipment required across Surrey Police to support both operational policing activities and training requirements. The requirement is demand-led, with volumes and ordering patterns varying in line with operational needs and organisational demand. The contract value stated is based on historical expenditure over the previous 12 months and is intended as an estimate only. Goods will be ordered on an as-required basis through the issuance of purchase orders, with deliveries made to Authority locations as specified at the time of ordering. Payment will be made in accordance with the Authority's standard 30-day payment terms following receipt of a valid invoice. The Authority's previous route to market was through a framework arrangement established by the Metropolitan Police Service. Following the decision not to extend or replace this framework, and in order to ensure continuity of supply of critical first aid consumables and equipment, the Authority has undertaken a direct award to Aero Healthcare, the incumbent supplier, for a period of 12 months. This approach has been adopted as a temporary and proportionate measure to maintain uninterrupted access to essential first aid products while the Authority considers its longer-term procurement strategy. During this period, BlueLight Commercial is undertaking the establishment of a new national framework for first aid consumables and equipment, which is anticipated to be available during 2027. The Authority intends to review and, where appropriate, utilise this framework through an approved procurement route upon its availability. The direct award provides business continuity, mitigates the operational risks associated with any gap in provision, and allows sufficient time for the new national framework to be established and made available, ensuring that any future procurement is conducted through a suitable and compliant route to market.
