Summary of the contracting process

The Police & Crime Commissioner for Sussex is procuring first-aid equipment and consumables for Sussex Police. These medical supplies support operational policing and staff training. The requirement is demand-led: quantities and ordering patterns vary with operational need, and supplies are ordered as required through purchase orders. Deliveries go to Police Authority locations across Sussex, as specified when orders are placed. The product scope includes medical consumables and assorted medical devices and products (CPV 33140000 and 33190000). This is a single requirement covering the Authority’s first-aid supply needs, rather than separately described product lots.

The process is complete and the contract was awarded directly, without competition, to Aero Healthcare Ltd, the incumbent supplier. The stated reason was to maintain continuity of critical supplies after the previous Metropolitan Police Service framework was not extended or replaced, while a national framework is established. The award date was 23 October 2026. The contract period runs from 1 December 2026 to 30 November 2027. Its estimated value is £172,500 excluding VAT (£207,000 including VAT), based on the previous 12 months’ expenditure; actual orders depend on demand. Goods are paid for under the Authority’s standard 30-day terms after receipt of a valid invoice. The procurement is below the applicable threshold. No competitive evaluation or award criteria are described.

For suppliers of first-aid products, this award shows Sussex Police’s recurring need for medical consumables and equipment that support both frontline policing and training. A credible competitor when the requirement next comes to market would need a dependable range of first-aid products, the capacity to fulfil variable, as-required orders, and the ability to deliver to Authority locations across Sussex. Continuity is commercially important: the buyer described avoiding any gap in access to essential products as the reason for choosing its incumbent supplier. Suppliers should therefore be able to demonstrate reliable supply and operational resilience for a public-sector customer with changing volumes and ordering patterns. The buyer intends to consider an appropriate route through a new national framework once established, so experience supplying through compliant public procurement arrangements would be relevant.

Notice Title

First Aid Equipment and consumables - Replacement Notice

Notice Description

This is a replacement notice for 2026/S 000-100474 which had incorrect anticipated spend attached. This procurement relates to the provision of first aid consumables and equipment required across Sussex Police to support both operational policing activities and training requirements. The requirement is demand-led, with volumes and ordering patterns varying in line with operational needs and organisational demand. The contract value stated is based on historical expenditure over the previous 12 months and is intended as an estimate only. Goods will be ordered on an as-required basis through the issuance of purchase orders, with deliveries made to Authority locations as specified at the time of ordering. Payment will be made in accordance with the Authority's standard 30-day payment terms following receipt of a valid invoice. The Authority's previous route to market was through a framework arrangement established by the Metropolitan Police Service. Following the decision not to extend or replace this framework, and in order to ensure continuity of supply of critical first aid consumables and equipment, the Authority has undertaken a direct award to Aero Healthcare, the incumbent supplier, for a period of 12 months. This approach has been adopted as a temporary and proportionate measure to maintain uninterrupted access to essential first aid products while the Authority considers its longer-term procurement strategy. During this period, BlueLight Commercial is undertaking the establishment of a new national framework for first aid consumables and equipment, which is anticipated to be available during 2027. The Authority intends to review and, where appropriate, utilise this framework through an approved procurement route upon its availability. The direct award provides business continuity, mitigates the operational risks associated with any gap in provision, and allows sufficient time for the new national framework to be established and made available, ensuring that any future procurement is conducted through a suitable and compliant route to market.
