Summary of the contracting process

Leeds City Council plans to procure a comprehensive tyre supply and management service for its vehicle and machinery fleet. The work covers supplying, fitting, inspecting, repairing, replacing and disposing of tyres, alongside a managed 24-hour emergency roadside call-out service. Tyres are required for agricultural and plant machinery, including parks and recreation mowers and tractors, as well as cars, light commercial vehicles, heavy goods vehicles, heavy plant and earthmoving equipment. The service is intended to support fleet availability, road safety, legal compliance and environmental sustainability. Delivery is in Leeds.

This procurement is at the planning stage: the council has stated its intention to buy, but has not yet invited tenders. It expects to use an open procedure and has divided the requirement into two lots: agricultural and plant machinery tyres, and tyres for cars, light commercial vehicles, heavy goods vehicles and related heavy equipment. The estimated gross values are £1.6 million for the first lot and £2.4 million for the second. Both contracts are planned to run from 1 March 2027 to 28 February 2031. For each lot, quality will be assessed first, followed by selection on the most cost-effective price. A further notice was expected on 23 October 2026.

The planned work is suited to tyre suppliers and fleet-service providers able to cover either agricultural and plant machinery or the varied car, light commercial vehicle and heavy vehicle categories in the second lot. Suppliers will need the operational capacity to provide fitting, inspection, repair, replacement and disposal, together with responsive, round-the-clock roadside emergency support. The council is looking for a suitably qualified and experienced contractor able to deliver a proactive, responsive and cost-effective service. Quality is assessed before price, so bidders should be prepared to demonstrate service quality as well as competitive pricing. The stated priorities include maintaining fleet availability, supporting road safety and legal compliance, and environmental sustainability. Suppliers with relevant fleet coverage and the ability to manage the full tyre lifecycle are well placed to prepare.
